On my last visit to Rio, I stayed in Botafogo. Also, I walked back to Botafogo with all the other people after Réveillon in Copacabana.

During reveillon is actually quite busy, so fairly safe to walk around. However, most of the other days, I would not recommend crossing the tunnel by foot.
