The game doesn't understand how disease works, the virus or disease has to incubate for at least 3 days to at least 2 weeks, OR EVEN 6 MONTHS! in order for the disease, bacteria, etc. to start attacking the body. Which means those NPC's shouldn't be dying immediately, guess the developers have been watching too many zombie movies.

In fact, Sedatives cannot be used on people because they can increase the chances of the heart stopping all together, since a Sedative is supposed to tire someone/something out until they go to sleep, which includes making the heart relax. Also, according to research, a Sedative is supposed to cause relaxation, and reduce irritability. I even have experience with Melatonin pills, which only really affect me if I set sleeping as my top priority.

Well, she was an NPC with a completely unique skin that looked the same as in the briefing image walking on a path that no NPC walks on in the regular story version of the level.
They were considered accident kills and those bodies don't get counted in the rating. The pop-up message about body found is just to inform the player of what is happening in the level, even though it really only confuses people.
They are elusive targets. They only appear for a limited time and then disappear forever until they are reactivated. This from HITMAN, and these sets of targets ran from 2016 to 2017, and will never be re-released (unless IOI decides to release it on HITMAN 3)

Well, the mistake was getting a sickly transplant illegally to save money. Greedy, unethical doctors causing the death of a 14-year-old kid by skipping proper procedures and promoting black market organ trade. Not the smallest reason 47 has been hired to off somebody. Another elusive target gets killed just for being mean on the Internet.
1. They didn't know the liver was diseased, yes should've followed the guidelines, but it was out of haste not malice or greed. 2. This seems to be a first offence, straight up murder for what literally was a botched surgery is madness. Prosecute for medical malpractice and involuntarily manslaughter yes, murder when they were rushing a liver and skipped some guidelines, no. 3. As they apparently rushed it, one could make the Argument that the usual channels were taking a while and the patient was dying, in which case you'd be offing people who only rushed a liver in because they saw no other option. Does it excuse them, HELL NO. Dosen't justify injecting them with a virus tho.
You didn't read the target info for Akane I guess. It's implied she was responsible for getting a diseased liver because it was cheaper and she and Pavel could pocket the rest of the money intended for the acqusition of a healthy one. They didn't rush because the patient was dying and they wanted to save him, they rushed because the result didn't matter if they got paid.
Her Intel merely stated that she brokered the acquisition, it never implied prior knowledge of the disease, as for the deposit into the accounts, simple: Buying silence because of both fear and guilt over what happened( Which would suggest legitimate empathy ). None of the intel given suggests Greed, merely haste, and if it wasn't Greed, or power that motivated them, then my argument stands. And even if I'm misaken, the Ethical objection still holds. Prosecution, Rehabilitation and Reform > Murder/Assasination via Virus + causing Trauma to those noticing the bodies. As a side, if they were greedy doctors "Promoting" the black market" it would be logical to suggest other associations with the black market and other deals, yet as I noted, the Intel provided suggests a one time deal, impying desperation, and discomfort at the situation. Which again would support genuine empathy for patients.

Yes. All the levels are open to play in any order if you've bought them, and the disc naturally includes all levels.
