Its a shame they let her get in that bad enough shape to sink in the first place. It wasnt ice, there were dozens of holes in the hull where it had been eaten through. She shouldve been to a drydock five years ago for maintenance and repairs. They almost let the Uss Texas go too long but she finaly made it to a drydock but that was a legitimate funds issue. Probably about 10 times the cost it would take for that destroyer.
The currently theory of what happened to The Sullivans is that the water level suddenly dropped (Lake Erie is infamous for that) and she came down on a rock wrong. While she was overdue for a dry docking, there is really nothing the museum can do when they don’t have the money to pay for it and drydocks with open space
