It isn’t much better or worse than the average kaiju fair that came out at that time, literally all the criticisms you gave could easily apply to any Godzilla movie released in the 90s, but it arbitrarily gets the shittier end of the stick from kaiju fanboys.
I think it is tho. 90’s Godzilla movies I do criticize for similar reasons, (except 2000 because that doesn’t have as much) but even still I feel 98 still does it worse. While heisei Godzilla movies of the 90s have bland nothing characters, 98 has obnoxious caricatures. Heisei Godzilla doesn’t have the same comedy problems 98 had, and the heisei also had problems with minimum effort storytelling with been there done in that plots, and several clichés 98 feels like it’s built entirely off of clichés and sometimes not even doing the clichés properly like what I mentioned with the bridge. And again I wouldn’t say that the hatred was arbitrary. Like I said in that video 98 was at the time, the number one most mainstream and popular Godzilla thing of all time. The reason for its violent backlash at the time was because of that, Misinforming the general public and making Godzilla fan, seems stupid for liking the things that they like. And again, as I said nowadays, in a post monsterverse world there’s no reason for 98 to be as big of a punching bag as it once was, which is why it isn’t. Everyone knows at this point that it’s a bad adaptation and it’s not doing any harm anymore, so what’s the point in kicking a dead horse any more?
