We definitely need more intel about the Panama plot. Harrow sounds like the prime suspect believed to be the mole in Panama, but I also have another possible suspect, Jackson Caine, a member of Pantheon who appears in the ending cutscene. Perhaps all the other members of Pantheon who infiltrated the CIA were also Menendez’s moles.
