Seems like the solar panel would need to be facing up toward the sun in order to be able to measure the charging voltage. With it pointed down it's not receiving any sunlight.

as long as the panel is not fully covered, sunlight will reach it, google light scattering, and 1 was charging when facing down, and 1 was not charging when facing down, and later in the video I demonstrated how the switching transistor was not turning off the light and switching to charging mode, the switching transistor is probably good, the light sensor is mostly likely the failed part - thanks for subscribing!

you need to have Tools to fix the ones you get from Harbor Freight Tools

I spend a lot of time learning how HF tools work, and then fix or modify them to work, although a lot of HF tools are disposable, I like to keep them working, and I actually enjoy figuring out why they fail and fix them, in this light, I replaced the light sensor and it works fine now, so for about 10 cents, the light now works - thanks for subscribing!
