assuming there were, in fact, bullets in the luggage that the TSA screened.

As an American who has traveled all over the world and lived in 4 foreign countries..... when entering any country that is not the USA, you must follow their laws and rules. It does not matter if you agree with their laws and rules, or if you think their laws and rules are 'silly' or 'harsh' or 'stupid'. You are a guest in that country, and you have to abide by the same laws and rules as the citizens who live there. If you don't like it, then stay home.

I can understand Turks and Caicos and its really irresponsible on the part of those tourists to not thoroughly check their luggage before flying. its even worse for the TSA, because that likely tells you how much drugs and ammunition is being smuggled in and out of the country. Why do you think Haiti is the way it is and the Opioid crisis is in full swing? Those lazy TSA agents aren't doing their job. At the same time, this is not a good look for Turks and Caicos, I'm sure tourism is a big part of their economy. Americans are notorious for long term memory and boycotting. The last thing you want is people to skip your destination. Fine them each 10 grand and send them home.

a 12 year jail sentence is indeed absurd, for an honest mistake.
problem is, until the trial, there is no evidence it was an honest mistake, honey.

Speaks volumes for the incompetency of Americans traveling abroad that FIVE individuals are wandering around Turks and Caicos with ammo they brought into the country!
