Marvel Phase 1,2 & 3 worked because it was leading to one goal (The infinity stones) after phase 4 started every characters seems to have different problems & goals.

It was recovered offshore by Howard Stark and was in the possession of SHIELD, then mar-vel got it when she joined SHIELD and used it to make the light speed engine. I think she took it to her lab at some point after that
