As an armed security guard in Philadelphia, I dealt with these same drug addict homeless people shoplifting ALL the time and even I had to fight a guy similar to this subject last year, one guy armed himself with an ax since I took the items back, another guy called me a fat N word, one guy threw trash clutter at me, all because I stop them shoplifting.

The person administering the choke knew exactly what they were doing. To perform this move on a uniformed cop is insane, something no sensible person would do. Therefore: drugs or other mental impairment. In my jurisdiction this event nearly reached the threshold for the use of deadly force. Looks innocuous enough, but a very serious matter. And the officer cannot disengage or de-escalate. Terrible behaviour.

That breaks my heart! My son in law is a LEO, who is fair, caring, and respectful. One never knows what kind of person they will encounter, and I believe if those citizens didn’t step up to help him, the officer may have faced a much sadder ending!
The sad thing is that I, who was in the USMC, and recruited for an LEO leadership role usually find myself "routing" against cops, who are so often bad guys. And when you have "fair caring and respectful" LEO's like your son (and like I would have been). They're often enforcing laws that aren't fair caring or respectful. My hats off to the 2 guys that went to the officer's aid. My only sadness about all of this is how many times that the officer had to yell for help before he got some.
the only thing I can think of as a legit reason is that at first it wasn't clear who was asking for help. From far away it would have easily looked like the criminal was the one asking for help. Also this might be because i'm English but there's nothing that could convince me to bum rush the police from behind when they have a gun. When they were actually close enough to help, it might have been either that they were waiting for the okay to put their hands on whichever of them or they might have been stood nearby coming up with a plan. Then again, I think i'm giving humanity a little too much credit and it might vary from place to place, but if you carried out an experiment to see if anyone would actually go over to and assist someone shouting "help" you might be there a while. From first aid training (i'm guessing it's a similar thing across different countries?) we were always told about the "bystander effect" which is basically everyone thinks it's not their problem and someone else will help. *Incase it's useful to anyone at some point, if for example someone collapses, you need to direct people, so instead of "someone help" it's better to tell people "you in the purple jacket phone 999 or 911 etc, lady with the blonde hair start asking the crowd or in the nearby shop if there's a doctor or nurse" stuff like that basically*

The free arm is an available weapon. By grabbing the attacker's free arm, you're preventing him from using it, and it often gets him to let go with the other arm, which would have been ideal here. Plus, it's extremely difficult to break someone else's chokehold. Not too difficult to break the rest of his structure like the free arm, which at least weakens the chokehold.
ITs the two guys helping that got me. One is applying about 3% effort and the other guy is rubbing the suspects shoulder while he's actively trying to choke out the cop? Like what the hell was that?

Coward has nothing to do with it. These are people with something to lose. Jobs, wife and kids, etc. It's easy to talk crap behind a computer screen. Getting jailed or sued for everything you have is a real risk. If you got people who are dependent on you to support them can you risk getting seriously injured in this case, killed, jailed or sued? The person administering the choke knew exactly what they were doing. To perform this move on a uniformed cop is insane, something no sensible person would do. Therefore: drugs or other mental impairment. In my jurisdiction this event nearly reached the threshold for the use of deadly force. Looks innocuous enough, but a very serious matter. And the officer cannot disengage or de-escalate. Terrible behaviour.

Are you saying those fights in a gym/competition is the same thing as going against a criminal you never met, that's likely high on something, in a panicked state of mind, with intent on causing whatever damage needed to get away. Not to mention the cop knows there's a gun that this suspect can take once he's put to the sleep, which can be used on him &/or the citizens he's sworn to protect. This officer was for sure in fear for his life crying out for help that he wasn't sure would even come.
So the person commenting wasn't just talking about the officer having a burst blood vessel in his eye with blue lips. It's everything as a whole. That breaks my heart! My son in law is a LEO, who is fair, caring, and respectful. One never knows what kind of person they will encounter, and I believe if those citizens didn’t step up to help him, the officer may have faced a much sadder ending!
The sad thing is that I, who was in the USMC, and recruited for an LEO leadership role usually find myself "routing" against cops, who are so often bad guys. And when you have "fair caring and respectful" LEO's like your son (and like I would have been). They're often enforcing laws that aren't fair caring or respectful. My hats off to the 2 guys that went to the officer's aid. My only sadness about all of this is how many times that the officer had to yell for help before he got some.

the only thing I can think of as a legit reason is that at first it wasn't clear who was asking for help. From far away it would have easily looked like the criminal was the one asking for help. Also this might be because i'm English but there's nothing that could convince me to bum rush the police from behind when they have a gun. When they were actually close enough to help, it might have been either that they were waiting for the okay to put their hands on whichever of them or they might have been stood nearby coming up with a plan. Then again, I think i'm giving humanity a little too much credit and it might vary from place to place, but if you carried out an experiment to see if anyone would actually go over to and assist someone shouting "help" you might be there a while. From first aid training (i'm guessing it's a similar thing across different countries?) we were always told about the "bystander effect" which is basically everyone thinks it's not their problem and someone else will help. *Incase it's useful to anyone at some point, if for example someone collapses, you need to direct people, so instead of "someone help" it's better to tell people "you in the purple jacket phone 999 or 911 etc, lady with the blonde hair start asking the crowd or in the nearby shop if there's a doctor or nurse" stuff like that basically*

Indeed. And the thing is, the suspect wasn't even trying. For half the time the suspect was only using one arm. It was the LEO's utter incompetence at combat that got him into that position. The second arm in a guillotine choke is the strong arm making the choke that much tighter. So grabbing the second arm is not a terrible idea.
Yeah, was either too scared to fight or too scared to lose his job or get sued. The suspects neck was open the entire time.
The free arm is an available weapon. By grabbing the attacker's free arm, you're preventing him from using it, and it often gets him to let go with the other arm, which would have been ideal here. Plus, it's extremely difficult to break someone else's chokehold. Not too difficult to break the rest of his structure like the free arm, which at least weakens the chokehold.
