This song is definitely not about Reba and her dad. Her dad was alive (he passed away in 2014) and well when she recorded/released this song in 1991 and if I recall correctly she's always said that they had a pretty close relationship when she was growing up.

Who married a woman with seven children. But never neglected his responsibility to his two other children

This song reminds me of my grandpa... he was always so focused and stern ...he raised his 6 kids on his own ( would go to work with an empty lunch box so his kids wudnt go without) .... he grew old and somewhat bitter... the night after he died we found a box under his bed...filled with pictures ... he kept every single drawing his kids and grandkids drew him...he had my mom and her siblings...first hair cuts and such ... and in this box we found out his love for photography he had kept hidden...a half brother no one knew about .... the box showed a much softer side to him ..... I often wonder why he choose to hide all of this under a tough and stern exterior
