As i have learnt this recenty ,for the mesh to not move vertically when the noise texture is mutlplied ,you can put one more multply node in between noise texture and the other multiply nose and multply the noise texture by -0.5 so that half the noise texture and average the values in negative and positive direction.
Or you can subtract the noise texture by 0.5 again doingthe same thing
The value of 0.5 is derived as the values given by noise texture are between 0 and 1 as to not move the plane subtracting by 0.5 or multiplying by -0.5 will always average the value out
