The state of tech is a bit confusing in these remakes. I did check to see when webcams were introduced (93ish) so it is possible for one to be available in 1998. Doctor Bard's video looks more like an old analog recording rather than a digital one. Also the OS on the PCs in this and 2 seems way too modern. Maybe it's intentional in a "we made mistakes on purpose in a B-movie kind of way".
