Sir my experience after 34 yrs of service most of the civil servants have an attitude of mr know all , they neither know nor are interested in knowing ground reality because of ego and i have come across 7 irs officers vry corrupt nd interested in delhi posting even at the cost of integrity rgds
Two things I could make out. 1. With computerization scope of corruption and earning big money is reduced. 2. Taxation system is so complex that corporate need intelligent people who can pay big salaries. So good people have opportunity to make big money without corruption.

Due to on line systems , linking of Aadhaar with PAN number , on line GST, cash less money transactions , less cash in circulation etc , scope for discretionary powers of officers and thereby getting corruption money has become limited.
It's not true. IRS officers make it sure that you as an entrepreneur, you visit them every year by mailing you a query or notice on certain transaction of a financial year. Even you answer it online, they will not drop the notice till you meet in person and fulfill their demand despite the fact that your tax compliance is perfect. Your tax consultant too will suggest you to be friendly with the department to minimise the nuisance from them. On an average, 5k to be paid every year as convenient fee. So, automation reduces only paperwork and physical submission but corruption is still there.

The present civil service is the continuation of of British civil service . Therefore this service is in 18th century in attitude and procedures, but nobody can reform. In 2nd Administrative reforms commission 10 th report the chairman opined that this system should be changed totally. But nothinh happened because the decision is to be taken by the same officers,that is the beauty of the system
IAS officers are generalists and are not expert in taxation how can they work as Principal Commissioner of IT. Whereas IRS officers being finance experts can do the justice with the job of finance secretary.

Around 300 Direct IRS officers are recruited per annum. So it means 85 out 300, that is around 28% officers of the intake resigned per annum. This percentage is not huge but not low either.
People commenting that these officers opt for VRS is because there is no longer the scope of corruption in this service should know that they take VRS because they have already accumulated Hundreds of Crores of wealth and reached the saturation point
The main problem is Taxation and GST is very complicated. And many IRS offices don't have domain knowledge. Mean they are not good in maths and accounting. So frustration arises and they resign.
I worked for 35 yrs but things have changed gradually mainly due to digitalization.There were many like you who would speak of giving up and starting their own but never did till the end and reached to be C.C rank.

Any body building house get notice from local office and he used to collect fees and finish notice. Now game changed. With salary they can’t even build house. So they join corporate

Even an IRS doesn't have all the knowledge about the taxation when he joins, yet he heads the department. But there are many stalwarts in the subordinate cadre or promoted IRS cadre who's talent and experience is not properly recognised and appreciated. Further, there are no incentives or promotions for the performance in any govt dept. The promotions and increments have already been fixed right from the start irrespective of your caliber, but it is so uneven that one cadre gets a promotion in every four years while other cadres hardly gets 1-2 promotions in their entire service.
Right and when you become an IRS officer (assistant commissioner) through group B (inspector level) post now all India transfers are applicable for you and while working in a zone for 25+ (yes you get transferred in a zone but not all India level) year and now you crossed your 50s you don't want another state transfer because there is not many years left of their service so why would I go it's better to take VRS and live with your family and do something else and enjoy life.
IRS officers have made enough money through bribes so they can live peacefully. It is also they have no ambition to become birla , adani ,ambani . They make a lot of money approx 600-900 cr and live an easy life.

One of the reasons is that IRS is specialist services. Engineers and non commerce graduates find it boring. These services should be reserved for Commerce Graduates, you will see less resignation.
The approach should be not mastering the complicated taxation law, how it can be made simple. The basic problem is there are too many grey areas leading to litigation, harassment and finally corruption. The law should be capable of only one interpretation. The focus must be this. Off course this will eliminate the craze of the aspirants.
Income tax, gst, customs..these are the main 3 verticals of IRS..total 850 ...so approx 280 per service resigned in 10 yrs..so approx 28 retirmnt evry yr..whr as upsc recruits almost 100 evry yr in each service..plus promotees are also thr...so 28 retirmnt per yr is not a big numbr
Peple know IRS officers are leaving the service but why? I think we should do a bit of research to find out the job these officers shifted to. We may be in for stunning facts. After digitisation authority of tax officials has significantly eroded. No appreciation no reward only targets, only chiding from higher ups frustrates them.
It is very rare that an IRS officer has the capability to argue in courts/tribunals. They cry like babies. They take help from several CAs,etc. Even an initial level officer is better in that service compared to an IRS.
I live in Neemuch where there is GOAW which is headed by 2 IRS. Both GM and Manager did corruption of over 20 crores and were relieved. The corruption only came into light when both of them left.
Lack of promotional aspects in subordinate jobs is rendering the system worthless. It has become a machine for producing demotivated lot. The most can be seen in External Affairs (Ifs B cadre)

A person elected by the people heads the ministry and he/she is given a pool of officers who are like clerks of his office which is called Secretariat. The Secretariat is led by Secretary who is most of the times an IAS. So, IAS is the administrative head of the ministry and not the head actually. His role is like a seniormost clerk in the office of the minister. But being the seniormost clek he stays close to the minister and becomes most influencal since all the files put before minister are put up by him, all the phone calls are first attended by Secretary. Sir in the last part as you mentioned that accounting/tax expert can do amazing job in IRS still why govt does not make it eligibility criteria in graduation before applying for IRS through UPSC as we have in Indian Economic services (Where a PG in Eco is must)? This will reduce attrition as new joinees will have clear idea what to expect in IRS.

It's may be because all top level exams are cleared majority by middle class and above kids and they can't hold torture at these bureaucratic posts. Many of the promoted IRS Officers from Customs background couldn’t cope up with GST . They are the ones who are in majority out of the 850 figure.

I live in Neemuch where there is GOAW which is headed by 2 IRS. Both GM and Manager did corruption of over 20 crores and were relieved. The corruption only came into light when both of them left.

Lack of promotional aspects in subordinate jobs is rendering the system worthless. It has become a machine for producing demotivated lot. The most can be seen in External Affairs (Ifs B cadre)

Bro even Secretary is not head of any department. Secretary is the administrative head of a ministry.
Try to understand the working of a ministry. A person elected by the people heads the ministry and he/she is given a pool of officers who are like clerks of his office which is called Secretariat. The Secretariat is led by Secretary who is most of the times an IAS. So, IAS is the administrative head of the ministry and not the head actually. His role is like a seniormost clerk in the office of the minister. But being the seniormost clek he stays close to the minister and becomes most influencal since all the files put before minister are put up by him, all the phone calls are first attended by Secretary. There are many grey areas in the department.It has also been pointed out by various representations of the different employees associations that there is harassment of subordinates and arbitrary transfer and posting.Many of the subordinate caders think that this is being done by some direct recruited IRS officers sitting on upper posts out of frustration that they can not enjoy the same power and authority and respect in the society like IAS and IPS.

Corruption is Not a reasons, they trained how to handle the accounts and after resigning they work with some private companies that's all they volunteer resigning....
One factor is for attempting IAS/IFS.
Another is to start coaching business.

I was watching a Turkish series on ottomans. Many Pasha's faced death sentence due to allegations of corruption. But it never proved a deterrent. There is something in human nature which holds material possessions even higher than your own life.

Many among the authorized representatives remain virtually silent because they are either unhappy at the posting as such, or they are induced to be dumb.
Sir in the last part as you mentioned that accounting/tax expert can do amazing job in IRS still why govt does not make it eligibility criteria in graduation before applying for IRS through UPSC as we have in Indian Economic services (Where a PG in Eco is must)? This will reduce attrition as new joinees will have clear idea what to expect in IRS.
Sunera deen is over for digitization era, gradually entered in our manual system which promots corruption, obviously who, habituated in old system, been quitting their service. Most of them are those who have earned so much through illegal means that they are scared that they may be caught...That's why they are leaving.
If one honest person says it is very difficult to survive. if he cannot do his living with his monthly salary. Truth to me, rest remaining corrupted population Will not be able to take that impact. what impact is taken by an honest person. 93% of the Indian population is corrupted. Which is the opposite of other advanced countries.
It's may be because all top level exams are cleared majority by middle class and above kids and they can't hold torture at these bureaucratic posts. Govt jobs are suited for people who needs jobs badly from below middle class level. But in india parents see these as decorative posts and don't see the bad work culture comes along with it . Also the payments are pathetic in all govt jobs now, good talents won't hold long
