    you don't straight away notice when you've just learnt something, you can only know that through recalling it in useful, when you realise you've learnt something, you can realise learning is positive and motivational

    Dunning-Kruger's study doesn't refer to ability to learn, but your progress of knowledge as you learn more. The less you know, you less you know how much there is to know. Education's problem is that is stifles creativity, and you may end up thinking creativity if only for art and music, or even only art class. Did you ever write a song in school? Unless you took i5 electively, probably not. They aren't very good at teaching you how to learn either.
