For the ebike there was no need to provide a license, and for the scooter my friend did present a driver's license (Korean or international works)- but it wasn't specifically a motorcycle license. So I'm pretty sure you don't need that specifically. But if you can, it's always best to call ahead of time and ask in case
We ended up staying in a pension instead of a hotel, so unfortunately I don't have any experience with other accommodations. That being said there are SO many hotels to choose from, depending on which specific part of Jeju you want to stay in. Definitely check which one suits your budget best and look through their customer reviews carefully!
