The guy interviewed did have a plate, but was riding on the bike lane, and scooter riders are supposed to wear a DOT helmet. Not long ago, I rode for many years, if I even had a non-DOT helmet I could get pulled over and probably given a ticket. I got caught with expired regi, once I had a plate placed vertically and was summoned. Things changed a lot from not so long ago.

I've been a moto x, and trail rider all of my life, I'm old now and settled for a road bike. But, police never did play with illegal bikes on the road. The fines, penalty, a d maybe the loss of license was never worth it.
There should be a place where young people can perform their stunts away from the public.... I've seen a few kids doing some cool stunts, but these young kids need a pla ce to show off their skills.... Most of them mean no harm, but there has to be an area where these young people can enjoy their time riding their scooters and mopeds and motorbikes and hopefully some scout agents can see what these young people can do and try to sign them to perform their stunts and other skills......
