i don't know for sure, but it looks like a tin silicone mold and a polyurethane resin head (same material for the shoes too)

To create the puppets' head, he was using polymer clay, a type of clay you can bake in an oven. I have no idea about the rest, though. I hope this helps!

First I made head by polymer clay. and I made a silicone mold. and I run resin into molds.

I love the puppets! Have you ever tried to make a puppet with a rigging point?

Thanks! You mean a ball joint armature? I created it many time.

Sorry for the late reply! No, not a ball and socket armature. Actually your design of puppet armature (with wire armature), but with a construction/rigging point so you can connect your puppet to a rig! With a ball and socket you normally have it.

I didn't make rigging point to KUNG FU GIRL. This puppet is not heavy and body made with wood. So, I can stab this puppet to rod (attached 2 pins to the tip of rod).
In the case of using ball and socket armature, I make connect point for rod.

I use pin and cork board. I made the floor with cork board. and prick doll's foot with pin. so the Kung Fu Girl stand on one leg.

あくまで予想ですが、唇の裏側に鉛線のようなものが仕込んであって、指で押さえて自由に形を変えられるような構造になっていると思います。
