Hami in northwest China's Xinjiang Uygur Autonomous Region is not only famous for delicious melon but also for abundant wind and solar power. 19.2 million kilowatts is equal to 19.2 terawatts which is roughly six times the whole electrical capacity of China. Surely, the number is extremely wrong. Were they possibly talking about total generated energy in this plant? That is, they meant 19.2 million kilowatt-hours (19.2 terawatt-hours) which is a bit more than 0.0002% (one in five thousands) of electrical energy production in China in 2021.
