What's the point of building Ar and MR when there's so much true damage and penetration in items ? Or what's the point of playing a champion that doesn't have/benefit from %HP/true damage ?
Yeah she may be annoying in the laning phase so Hashinshin is probably right about her early level base damage scaling on HP having to be nerfed, but what I've just seen is an unhealthy balancing of the game I think.
it might just be because they adapted their build to deal with a team with 2 tanks. There isn't as much %HP or true damage in the game as you think, it was just a lucky comp and clever building against a 2 tank team.
The reason poppy popped so easily was because of evelyns W it reduces 35% of the targets magic resist if uinclude that with. Void and flat pen any. Tank will fall
The flat pen from Evelynn's Morellonomicon is supposed to be countered by flat MR.
But as you said, her W reduces MR, and also her E deals max HP damage, and she had afforded void staff (which is good against tanks but doesn't make you weaker against squishies, it's even strong if you already have flat pen). So she didn't even need to use her executing ulti.
Kai'sa had nothing special for dealing with tanks but her passive naturally gives her a great repeatable burst of missing HP magic damage while her autos are AD and Rageblade enhances this anti-tank passive without making her weaker against squishies...
Just look at all the champions in the game : Pyke has true damage on his ulti, Poppy has huge max HP damage on her Q, Lucian naturally builds BoRK + Cleaver, Rumble naturally builds Liandry, Graves is fakin Graves who deals more dmg to closer targets (I love that rework btw) Irelia breaks through shields, and Akali has mixed damage and an execute similar to Eve's.
AND I DIDN'T EVEN MENTION IGNITE AND CONQUEROR AND NEW INFINITY EDGE.

After he misses E, Rumble not only goes into overheat, but with his Q running, and hashinshin still stands to fight, like he can do something. He even blows his Q on Rumble, leaving him without the possibility of an escape (raptors, mid lane minions).

as a plat poppy main. i totally agree with the poppy ''nerf'' i see it as some kind of rework. her damage on early game is too high but whenever the game goes on for more than 25 minutes u can't duel the enemy toplaner IF it's a fighter like irelia-fiora-jax.
only thing u do is annoy the fuck out of them with hard cc and hope ur team kills them. it's honestly really boring to play.
yeah having a tank that is a top tier laner is a terrible idea because you're removing a tank's most vulnerable state. This is true for poppy and cho'gath is he takes sorcery primary. Though I don't think cho'gath needs an AP ratio nerf, poppy could definitely use some work because free shields, free ranged attacks and a % max HP ability that does high damage in laning phase makes her a watered down pantheon that actually is useful in the late game.
