This is the second piece by Vasks I have ever heard. Both had the same pause at the end. One of almost overwhelming emotion. The performers were as affected as the audience. The moment of silence and the conductor's expression at the end perfectly summed this up to me.

It appears to be the Sinfonietta Riga. The conductor is Normunds Šne.

Normunds Sne formed the Rigas Kamermuziki in 1987 (Riga Chamber Players) so perhaps it could also be RK but I did go check Sinofietta Riga & the concert master is indeed Marta Spārniņa
