Following shorts or tiktoks as your fundamentals will most likely not work well unless you learn fast. Tutorials like these usually are beneficial towards artists who already know the basics and understand how the lighting is affecting the hair.
One more tip to get the fun colours- you can do a colour study on what colours suit the best on your base colour- for example the artist is using a pastel purple for some bits to bring out the colour :3

Couldn’t find any good colour that compliments well with purple. I tried yellow but it looked ugly the I tried a colour next to purple(blue) like you did with pink and it looked worse 😭😭
I thought this will be some crappy drawings randomly from the internet and I underestimated this(sorry) This hair looks very nice, I like the way it turns from a sketch to a masterpiece by just using colours

As Bob Ross said, every highlight has a shadow, if there isn’t, the art will never come out to play.
the highlights are more part of an artstyle, like for example in most anime’s with the highlights in the hair, it doesn’t make sense
