3:33 If you can't loot someone that clearly must be dead, you should ALT+F4 and restart the game. Usually their body then is lootable and laying on the ground. Usually it is a bug. But how he then still moved, I don't know.

Is that just mist or fog. Early morning times and fog/rain conditions can mess things up at range.
