      IIT/IIMs are overrated but their students are excellent. I know I am going to take heat for this comment. But this has been my experience working with them overseas.

      Disastrous! Shashi blames the incompetence of Nehruvian planning on the education to this govt . “ These (IIT/IIM) ….” Quote is pathetic to say the least when primary education is abismal . Seriously no offense to IIT/IIM. What is their contribution to Indian economy. Near zilch. ISRO/BARC etc check the percentage of students from IITs. Ofcourse cannot deny that they have been more successful running US companies or selling oil and soap India.

      @@satishvennelakanti Shashi Tharoor practically said the same thing as in IIT/IIM are great but our primary and secondary education is load of crap. We are surrounded by the mediocrity in the name of bad quality government schools and even worse are the high fee charging private schools and universities. Also we cannot blame IIT/IIM for not contributing in Indian economy. Peope will always pick up life which is better suited for them. IIT/IIM just made that real for them. If they get paid to sell soap then they will sell soap. Change in our business policies are needed so that more companies invest in India without going through the hell of burocratic red tape. In the last decade most of the start-ups in India are founded by IIT/llM alumini. There are so many start up which have created jobs and have sold to some other companies and they never got mentioned because the amount was not that big. I can tell you that because someone I know from these universities did the same thing few years back. And there are hundreds of them. The one which became national brand are the one which are covered by news and business channels. But that does not mean IIT/IIM are not creating values. The whole EV sector is right now run by ex IIT/IIM from Bhavesh Aggarwal of Ola to all the senior management in Tata EV business. So yeah we are surrounded by these islands of excellence in the sea of mediocrity. What we need is to ask how to build more islands in the sea.

    I just loved this line by MR. Tharoor. "Education in our country is a means of advancement. let us not reduce it to something that is only available to people who are already advanced."
    The sad reality is private schools in India have already reduced it to privileged few.
    I am all in for monetization but strongly believe education and health sector should still be available and affordable.

    Tharoor is absolutely right..we can't do much with lethargic and don't care masters of bureaucracy..we need drastic administrative reforms on top priority..

    Excellent topic, excellent coverage. Dr. Tharoor is a very learned man, I hope the current policy makers and policy implementers can learn from Dr. Tharoor's observations and analogies, like, " islands of excellence and a sea of mediocracy." These are the people India should involve and give leadership on a non-partisan basis to devise national education policy, health policy and even the defence policy. India can offer a lot to its people and the world by using these experts and achieve developmental goals for herself and the world at large.

He has served as Under-Secretary-General, UN and can put things on track for India as Dr. Manmohan Sing did for the Indian economy.

    This was a very good introduction to a conversation from an expert. I say this because for many such conversations primarily done before by ThePrint, the journalist would spend 20-40s describing the expert's credentials and achievements and while thats happening, the expert/guest of the show would be awkwardly waiting for their time to speak. in this video, there is a simple visual thats shown till everyone on the call is ready to speak

      Yes, this discussion was too one-sided. And too many political comments were thrown in, rather than discussing policy. But when it came to the flaws in the Congress-era policies, Dr. Tharoor was very charitable. Such partisan analysis was possible because there is no balanced panel.

    IITians went abroad, because local situation of industry and research was bad. When you improve these things, they would come back.
    But people of general category, would not want to come back, because their children won't get any seats here. General category gets the least return on their taxes. So, they would rather have their children grow somewhere else. If you want them to come back and pay taxes here, then have some exclusive reservations for general category too.

    Shekar Gupta should bring in Tharoor to discuss various issues repeatedly. Such clear minded thinking and while I disagree with him politically especially on his appreciation of Nehru, I enjoy his reasoned approach to the development of India. In a nation with criminals in politics as mentioned by the Singapore PM to have someone like Tharoor in politics dedicated to the Nation is something we should all be proud of. Hope we hear from Tharoor on many issues including more on education in the future.

    Each school board and teaching quality are so non - uniform across India. Hence, we need a uniform minimum level from which you can pick set of students with a a minimal level.

      @Sharat Sundar I am really surprised, this year the placements for engineering graduate are exceptional... Massive demand... Packages are starting at 3.5 Lakhs PA.. But yes there is huge demand, know 3 kids who got placed from very average colleges, colleges which are not known outside their states and at packages of 7.5 lakhs PA (TCS) ... Cap Gemini is beginning at 4 LPA and going upto 7.5 ... Something wrong with the college if placements not happening there..

    The interface between Industry and an academic institution is vital as Dr Tharoor pointed out. I have a masters in Aerospace Engineering from ISAE SUPAERO in France . And one thing i noticed about the research ecosystem is the implication of such a synergetic system . My masters thesis and my internship thesis were funded by Airbus and DGA France . It is very slow process for establishing trust in the capability of universities in the market place . But if it is implemented well , it can do wonders to the research eco system .

    Tharoor ji…we are all ears for your suggestions but fact of the matter is that you had a chance but for some reason (may b fair) didn’t finish the task. Btw, you will have another chance if you either switchto bjp or change your leader. For the reason of balance in power, I don’t want you to switch to bjp but for sure you’ve to get rid of “BABOON leader”

    Being an alumni of a premier college, I'd like to comment on 2 things said about them.
    1 - The problem is nature of education. These institutes don't offer students education that makes them fall in love with the subject. It's simply a means of getting a high paid job. In simple words, IIT IIMs don't attract people because they offer better education, but better jobs. Most of the proffs in these premiere institutes are pretty useless and are doing even more useless PhDs. If students don't fall in love with the subject, why will they get into research or ever become teachers themselves? Today largely the teachers we have in schools and colleges are people who have FAILED to get high paying jobs and turn to teaching
    2 - More than half of my class of 2014 is in US and they don't have any intentions to come back. Brain drain?

      I think it’s two way problem - the students who taking admissions they are also joining cause of the brand name and not cause of genuine interest for the subject.
      Secondly by the time they join they are already so drained , cause of years of slogging- and why are the slogging for years ? Cause the incentives are like that - the papers set are so tough that one needs to put in that kind of work.
      So I guess you can’t really pin point at your teachers cause the problem is multi layered

      @@ritunjayabhandari4251 I partially agree. But I believe teachers (right from pre-school) have the most important role to play because they are the ones who arouse curiosity in you. Not all are inherently curios by nature. Give it the right nurturing from childhood all throughout college, and you will end up with kids who love the subject

    "NRNs ideas" are being implemented; companies are sponsoring research in universities --- the problem actually is that we do not have enough people who can do research , and not enough companies who have problems to solve - many think solving problems is time consuming, expensive. So they buy solutions...This is a result of the Nehruvian system. Modi is changing it. So Tharoor should be happy

      @P Pierre I made more than a couple of comments as I was listening to Tharoor. In one of them I have a detailed reasons on Nehruvian program and it's flaws. I'm not a Nehru fan nor a Modi bhakt, and criticized the bjp and rss on many other occasions in particular for the way they let indian science Congress slip into a conference of quacks . I admired Nehru for his works on history and his commitment to our nationhood . I don't question his loyalty to the country. I am under no obligation to praise him for what he is not worth and he did destroy science in India even if inadvertently. He had only an affectation for science, not a real understanding of the spirit of scientific method ! That much is clear from his policies on science vand education..full of high sounding words without substance

      @P Pierre I did't insist that that everything is a binary and that the country's past and present are either this or that ... NO !
      I acknowledge the commonalities, convergences, and the contributions of previous leaders to our country's development. I do agree however that my comment might provoke such a binary view of India - because it was meant to "reverse" provoke and neutralize the leftist/congress view that the country owes Nehru and only Nehru for institutions and that Modi is intellectual incapable of appreciation of science ! There's a lot more that one can say on this - but let me just one thing - My views on Nehru are informed by extensive reading ---far more than I am on hindutva. On science and education Nehru has been hallowed and over -glorified disproportionate to his contributions ( Not that he did't do anything). Modi , for sure has his flaws too, but on education he got his basics right - from primary education to higher education , from research and innovation to skills training he stands out and deserves praise for that or atleast a balanced critique that doesnt rant lament his hindutva roots ! He has done his job. Give credit where he deserves !
      As for your claim that I never visited an IIT campus what can I do about it? Do you want me to prove that I visited an IIT campus ? What if I never visited an IT campus but still work with IITs closely ? Does it matter ? By the way I just had a chat with an IIT professor on quantum computing - actually to build an ancillary device for quantum computing ? Do you believe that..why should you ?
      For your information I did visit some IITs in many different roles in the past and interact with academics and startups in IIT regularly. I cant prove it you now, you dont need to see the proof since you have the talent for blind presumptions, I guess you can take this too.
      I do stand by the comment that there aren't enough researchers. This is the view of many ...many IIT professors, many in the industry, many among the students of IITs. You dont have to have a fit of emotions. I am not abusing the IITs nor am I abusing India's scientific community..
      Just go to an engineering or physics department of an IIT , and then check out a reasonably large western university : A single research group in the west can be as large an entire department in an IIT.
      INDIA DOESNT HAVE THE CRITICAL MASS. IT HAS NO CONTINUATION OF RESEARCH PRACTICE AND EXPERTISE. IT DOES HAVE POOLS OF EXCELLENCE AS NOTED EVEN IN THIS EDITION OF PRINT'S DISCUSSION WITH THAROOR..
      WE DO HAVE QUALITY ...
      DO YOU HAVE THE ABILITY TO RECOGNIZE AND ACCEPT THAT THERE ARE PROBLEMS ??

      And let me remind you IIT is primarily an engineering institute,, ofcourse it does research but not really bulwark towards Research that creates a coordinated response from the Corporate Sector who finally has to implement it,,

      @P Pierre I invoked the Modi-Nehru binary as a provocative metaphor and a rebuke for forced consumption by certain people. I do acknowledge the contribution that Nehru made - that's undeniable for sure, however to insist that we had nothing around the time that Nehru started is plainly wrong to say the least ! We had a lot, in fact an abundance of scientific talent - Saha, Bose, Raman, Krishnan, and many others. All that was let go, wasted - all because Nehru had a thing for elitism and he could not go beyond Homi Bhabha - not because of Bhabha's merits as a physicist , but due to the fact that he shared his aristocracy ! I am not undermining Bhabha's contributions at all, but for a country the size of India with all its immense scientific needs we needed to use the finest scientists that were available to us within our country.
      Indian science spend has never been great - science was never a national priority for our founding fathers. If indeed it was, we would have every university in this country humming with research. You know very well that this is not the case except for some small pools of excellence scattered across the country.
      So to make my point on Nehru clearer - YES, he deserves credit for the work he did, but he is certainly not above scrutiny and his legacy comes under natural scrutiny when credit is denied to Modi where it really is due. Give him credit for the NEP and tinkering labs, give him credit for the quantum computing funding program, and yes by all means give him the brickbats for the way in which the science congress was handled.
      However coming to your comment on illiterate politicians - would you agree that these illiterates are actually a product of that same Nehruvian system ? The reason why we have illiterates -70 long years after independence - is that we never prioritized good quality primary education. We threw it to the winds and this this what we have.
      Its not that the scientific temper in our country only dipped and religion became a priority only now . If our science history was properly written and taught to kids and if regional language books on the scientific heritage of ancient hindus like the "pythogoras theorem", trigonometry, calculus, number system, astronomy and all that was imbued in our kids . If our science labs were properly equipped and our teachers well trained we would have build finest scientific temper in this country by now. Every country does this - even lies about their history to imbue that spirit. We had to tell the truth that Indians discovered calculus before Newton did ! The fights on the streets is not for religion. It is for identity that was taken away from them. As a scientist it may not be central to your thoughts - I know because it never bothered me during the years that I was in research and industry. But locals like to see local connections and what's wrong with it. I am sure IISc conducts seminars on science history too !
      Yes, China is moving forward and they spend quite a lot on quantum computing and we are yet to catch up. This is where we need to move forward - in funding cutting edge research in niche areas instead of spending large sums on "big science ". That's where my comment on India not having enough researchers comes into sharp focus: Why do we still rely on foreign supplier for lasers ? for lenses? for semi-conductor wafers? for cryostats? for lock-in amplifiers and oscilloscopes? why can't we have the next ground breaking tera hertz or quantum cascade laser from India ? How many institutions in India are equipped to teach simulations to students from an early stage. None of the answers to these questions can be accounted for by the illiterate politicians in the Modi government ! The illiteracy was there all along. Todays illiterate politicians are a product of Nehruvian education. And our scientific temper too.
      By the way I visited IISc many times and often do even when I have nothing particular to do. Earlier I used to buy many books from the Tata Book House on the campus. I might come again if my plans on developing quantum technologies in India gains some traction. However, I am currently raising funds for an edtech project, and therefore this quantum project still at a "conversational" level !

      @P Pierre your comment on selection criteria in India for research students is very true. I was in the UK for many years at a major University , some of the finest researchers who later won Nobel recruited their students without terrific scrutiny ..the kind we see here. My own selection was based on a proposal that I had made in physics although I had my background in engineering and applied physics, they had no problems about taking me for work in experimental solid state. I think if institutions like the iisc and tifr start undergraduate programs it might help

    This is a wonderful conversation. Can the NEP shed some light on the Taxes (Income tax, property tax, GST etc) and how does banking system work with "digital India"?

      LOL. You can say that for anything in the current education system. Class 10, 11 and 12 study basics of organic chemistry. But not all "kids" grow up to become scientists.

      @@anuragbanerjee2879 a lot of people now use digital payments and it is the way forward. So it is worth investing time to learn how those process work.
      CBSE syllabus already teaches class 10-12 how to do income taxes. It just needs to be expanded for the rest.

    Academic Autonomy has nothing to do with the entrance exam. How many examination do the students need to take ? If the tests are generic enough, then the rest of the process should be open enough for schools/universities to modulate for their purposes, barring the arbitrariness.

    The solution to the question that why all of india is not getting same quality of education may be we can make board exams a bit tougher so that students passing those may atleast be knowing about all the topics in the subjects . Another thing while changing this can be Providing a more varieties of subjects to choose on for students. I agree that it is not that easy to do that but if we take the first step in solving the problem may be we can get some better solutions to solve the problem

    A great informative talk. Let me add a point to the discussion NEP. NEP is silent on setting minimum quality benchmarking in terms of infrastructure, teaching facilities, etc. I have seen schools that are running with very poor infrastructure in many parts of India. .

    The day when we see a lot of Indians graduate from Tier2 and 3 institutions and still create something huge globally thats when we can say our education system has improved. Today all we are chest thumping on is a set of insitutions like the IITs and IIMs. Also, its high time that rote learning is put to an end. I have known a PhD holder who has been jobless for almost 2 years now coz all he knew is a couple of humanities subjects from a purely academic perspective and that he didnt know how to employ well if not for teaching. Our schools and colleges dont educate us on Money at all.

    Hi Shekhar... ICAI, IMA, along with IITS and IIMs are all in it together. The volume of people aspiring for IITs and later leading into IIMs are abnoxiously disproportionate to aspirants for ICAI and IMA.
    Those that fail to clear IITJEE/CAT still carry the lessons and mindset developed in their preparation. The same can't be said of IMA and ICAI as those that don't clear it are left with little to no option of a platform higher than MCom or MPharm.
    And in the context of Indian social mindset which abused Chetan Bhagat for wasting an IIT-IIM education by "ending up as English non-fiction writer" (even the courtesy of calling him an author wasn't afforded)... If you don't get a job in the area of your study, you are considered a failure. Now this is the saving grace of Engineering and Business studies... parents have no clue what their kids are studying so it doesn't matter to them that a metallurgical engineer by education heads the world's biggest software giant.

    Imagine the astuteness of Rajaji when he as CM of the Madras Presidency in the 1950's appointing C Subramaniam as both Finance and Education minister so that Education is not underfunded. Even western nations were astonished by this move since they did not do that themselves. This plus the rule of Kamaraj Nadar in TN promoted education in TN and in the South. It is not enough to write policies but it is important as Taroor says policies should be followed by implementation. It is time not only the policy is reiteratedTharoor

    38:20 This is incorrect - the 10+2 became 5+3+3+4 by adding three years of kindergarten - nothing was reduced. The 4-year degree is after 4 years of high school (9-12th)

    For the multidisciplinary/interdisciplinary Degree of even Ph D one should learn from JNU which allows after entrance examination. Even most of the the NEP provisions have already been running in JNU, like lateral entry in Degree, integrated master and PhD and so on. The saddest part is that now the current VC has started Objective Qs based entrance (rather than descriptive/analytical which used to be earlier) exam even for Ph D and direct entry Through JRF (to bypass entrance exam) based on 100% Viva-voce (very partial and bias) which is not only undermining the quality of research by allowing students who lack conceptual, analytical and critical thinking (which cannot be tested in objective Qs based exam) but also barring deserving and intellegent minds to do research (due to 100% viva-voce).

    1. If a student is not exceptionally bright or rich, he has to try to get admission to as many colleges as possible. If each college has a separate test, it is incredibly painful and expensive. Moreover, low-ranked colleges start admissions earlier than the highly ranked colleges. If a student is not very sure of getting admission to the better colleges, he has to secure a seat by paying up the admission fees and get enrolled. Later, when the better colleges declare their results, he has to forego his fee and join there.
    A common entrance test helps the not-so-bright (and not-so-rich) students. They allow him to join the best possible college (given his marks) in one shot, without having to pay fees to multiple colleges.
    2. Dr Tharoor takes quite wanton potshots at the government. Has the opposition ever proposed a foolproof scheme? Why should the ruling party only be responsible for the public good, and the opposition only be reduced to nitpicking in every scheme? Obviously, this is unthinkable, because in our democracy, the opposition does not earn points for suggesting a good scheme. It can come to power only if it can discredit and shame the ruling party. So Dr Tharoor must be mean and play the game as it is designed.
    For example, Congress passed the RTE act and then passed the burden to the urban citizens who are already paying the exorbitant fees for their own children. So now the burden for the education for the children of urban migrants is borne by the urban parents. Congress never planned or created the infrastructure for RTE, even in cities.

    NEP got implemented in my college and I still don't understand the point in teaching us Digital Fluency🤦‍♀️ They r literally teaching us about how to operate google assistant and Spotify and other weird stuff!! They're teaching and examining us on things we already know!! It's been such a waste of time😭😭

    Education is only way to make human that add value to the country and ensures its good future , we need to use technology coupled with volunteer system , most of the people in corporate India would love to contribute as most of corporate job lack a purpose in life and people while do get paid but don't get satisfaction of adding value to their country .
    With continued work from home some people should be given option to operate from villeges for 6 months and teach children in anganwadi . with elon musks star link its possible to be connected from everywhere .

    The brain drain of the 1960s/70s/80s has actually helped India. A lot of foreign experienced people came back and set up institutions or simply donated huge amounts of money to their alma mater for building much needed infrastructure. Dr. Rajeev Motwani building at the Computer Science Department of IIT Kanpur is a good example.

    Modi Govt is good in proposing grandiose programs with good names both using English and Sanskrit words, but they lack the will, desire, plan, dedication etc to implement any of them in practice. So, what is in the Documents are useless for practical purposes. Even the dichotomy of uniform exams contradicts the freedom of the universities is conveniently ignored. Centralization and autonomy of the universities as explained very well by Tharoor.

    What is the use of spending so much money in the name of higher education at prestigious institutions like IITs and IIMs when they are not useful to this country. The very few previleged get educated at poor tax payers' money and leave the country for their personal prosperity and the benefit of MNCs abroad. They should be asked to pay the cost before they leave the country to render justice to the poor and underprevileged of our country. Or admit only those in these institutions who commit to remain in the country.

    We are not expecting students in Stevens to become a cricketer. We should have colleges which focus on producing the best talent that the school stands for. In indian system with depletion of moral and ethical values autonomy to the colleges and universities will give room for corruption not produce the best talent.

The same goes for someone good in debates or want to become a cricketer they can still study in Stevens and make a living of cricket if they are talented.     The problem isn't the implementation. It's the ideas. After all, if you adopt socialism as an idea no matter what your implementation you are going to be dirt poor.
    Despite the 1991 reforms India is still a massively statist country that's not far that far from socialism. This is why we are poor.
