The royalties and other taxes pay for infrastructure like roads, bridges, schools and money for the government to spend on other things. Taxes from approx. 15.4 million taxpayers can't pay for all of these things. So therefore if people don't want coal to be exported, they should pay twice as much tax to help make up the shortfall.
