I can sorta see why you'd assume it's modded, I happened to discover it close to the end of my 2nd playthrough. I was exploring the border of that playable area and I stumbled across it. It's one of those really out of the way locations that isn't connected to any marked quests, as far as I remember. It does contain two star bottle caps so perhaps some have found it from that.
it has such a cool name to the room too, "Hell's Motel", obsidian prob didnt have enough time to make it into something interesting--no idea of its lore.
If you don't got no clip you can hop out the map at the camp searchlight airport by climbing the tanks by the fence. You can get behind the fuckin Mojave outpost fence. I didn't think to see what was behind the irradiated shitshack down the road though. Might play it, been months. Game got fun again after I got dlc for the first time. Been playing it since I was 9 shit is boring asf
