The US spends about 4% of it´s GDP on defense (around 850 billion - roughly 14% of the entire federal budget), which is pretty standard for a country that needs to be militarily self-reliant. European states spend less, but that is largely because most of their security needs are covered by NATO, which depends on the US, and they live under the US nuclear umbrella. There are two main reasons why people think that the percentage is much higher: 1) The US GDP (and the US federal budget) is absolutely massive, so even 4% adds up to a LOT of money. Those 20 billion dollars are not even a blip on the radar. 2) The US heavily relies on it´s network of allies/client states across the globe, so it´s military power is multiplied significantly. As an example, Ukraine has been able to significantly degrade one of their main geopolitical rivals for about 10% of the US defense spending, and even those numbers are heavily inflated (Ukraine mostly receives old equipment that most US military units would not touch unless forced to, but the prices being reported are for new equipment). They have also done all of that without a single US casualty (excluding the volunteers in the Foreign Legion in Ukraine). As far as geopolitical chess moves go, that is absolutely brilliant.
