Modi made it clear and admitted that he lost control of the situation, the police in Gujarat became inadequate, he asked neighboring states for help and he asked the central government to send in the Rapid Action Force, but all fell on deaf ears. He cannot be the only one to blame for a rage that was a direct result of the Godhra train burning perpetrated by unscrupulous elements within the Gujararti Muslim community. Plus, I know several Gujarati Muslims who support Modi wholeheartedly. The riots were a failure to be blamed on all people of Gujarat if not the entire country.

Now I don't know much about the context of the speech but it seems very possible that it was both related to star wars and that festival you're talking about.
What I know of him through his interviews and articles I have read is that he doesn't spend much time watching movies, but of course being a VIP he gets context aware inputs from his writers to put in his speeches but then why would he be getting wrong inputs in the first place,
secondly he spoke a Sanskrit sloka just before this clip asking Devine mother for world peace and prosperity.

People seem to have issues with his food habits, his language, choice of words, dress attire and his personal life. He has been investigated multiple times for his role in the Gujarat riots of 2012 and has been acquitted by the highest court of the country - Supreme Court of India - which I may add has a reputation for being thorough and impartial.
