C-35's incident report: "On Sunday, August 25, 2024, at approximately 1:35 A.M., I, Trooper Bryan Rose, with the Arkansas State Police was patrolling on State Highway 18 near Manila when I observed a vehicle that appeared to be traveling at a high rate of speed eastbound on State Highway 18. I activated my front radar and clocked the vehicle to be traveling at sixty miles per hour in a forty-mile-perhour zone. I turned my patrol vehicle around and got behind the vehicle. I activated my blue lights to initiate a traffic stop with the vehicle at Jordan’s gas station in Manila. The vehicle pulled into the gas station, and I approached the driver's side of the vehicle, identified myself and explained the reason for the stop. I observed a single black male occupant in the vehicle that appeared to be very nervous and stated he was nervous because he had just gotten done smoking marijuana an hour before being stopped. I then asked for his driver’s license, insurance, and registration. He stated he did not have his driver’s license on him. I then had him write his name and date of birth down for me. The driver identified himself as Demarcus Gooch with a date of birth of 02-22-2002 out of Tennessee. I returned to my patrol vehicle to conduct a driver’s license and warrant check on the name and date of birth provided with no results matching. I returned to ask the driver again for clarification to make sure I had his name and date of birth correct and to make sure it was not out of Arkansas. The driver then stated his uncle was on the way up to the gas station with the insurance and registration for the vehicle. I observed the driver to be wearing a gray hoodie and a blue neck gator around his neck, inside his hoodie pocket was a flashlight with a glass breaker on the end of it and a black and white screwdriver. I then asked who the registered owner of the vehicle was, and he gave me a name that the license plate was not registered to. I also observed the bottom of the dash under the steering wheel to be torn apart and the ignition to be pried out with no key in the ignition. I then asked dispatch to see if they could get anything on the name that the driver provided to me. Dispatch advised they could not get any information from the name the driver provided to me. I then approached the vehicle again and asked the driver to step out of the vehicle. The driver then grabbed the gear shift, slammed it into drive, and fled from the stop. I then began to pursue the fleeing vehicle onto West Fleeman Street. The vehicle then turned onto State Highway 18 westbound, reaching speeds of 130-miles per hour, traveling into the opposite lane of traffic. Trp. Josh Landreth joined in on the pursuit and took over as secondary near Monette and began to call the pursuit for me. Throughout the entirety of the pursuit the traffic was light, only passing a couple of vehicles. As we approached the Lake City Bridge, the driver lost control of his vehicle, coming into the curve in Lake City. The suspect vehicle struck the concrete curb on the southside of the roadway, losing control, and began to rotate in a clockwise manner. The suspect vehicle came to final rest in the eastbound lanes of traffic facing in a northern direction. The unidentified black male exited the vehicle and began to flee on foot south of his vehicle, behind Riverside Medical. The Craighead County Sheriff’s Department and Bono Police Department arrived on scene and a K9 track was started, but was unsuccessful. The male subject has not been located or identified at the time of this report. Although the vehicle appeared to be stolen, it has not been reported as stolen at the time of this report"

Driving at high speeds going the wrong way on the highway is attempted murder putting innocent lives at risk. Police should be able too undertake any "permanent" action necessary to stop the speeding motorist.
@DesleighJoye this actually happened to me once when driving back to college after Christmas break and had just smoked a bowl. I kid you not. He asked me to exit the vehicle and come sit it his passenger seat as it was very cold. I complied. Thought my life was over. I get into his car and realize it's a K-9 unit. The dog immediately starts going wild barking at me and the Trooper just hits the cage saying "shut up, Bear!" and proceeds to write me a speeding ticket (70mph in 55mph zone) while having a casual conversation with me. I was trying so hard not to soil that seat. He ripped off that ticket, handed it to me with my license, said "Slow it down now." and cut me loose. Walked back to my shitty 94 Honda Accord and finished the trip, scared sober. Circa 2005
The speedometer in the video wasn't working properly. They braked multiple times and the speed stayed the same, over 140mph. On the radio, you hear the other Trooper say 125mph, and that sounds a lot more accurate for a KIA's top speed.
Believe it or not there are 30 properties registered in Dallas county owned by people with the last nane Gooch. I thought for sure it was made up, lol.
I guess it's just me but I think he should have called for backup as soon as he noticed the steering column and ignition had been tampered with. West Memphis is notorious for car theft rings.

One time I saw patrolling officer when he approached the car he dropped front of the back wheel stop stick. So when a guy tried to escape he got his back wheel punctured. Few miles later he gave up. It was Arkansas police officer. I think they all should have this especially at night stops.

Have you been trained or performed a TVI? Do not criticize unless you have done so. Also, one has to consider the speed. The trooper wants to go home safely. At those speeds, I am glad he was cautious for himself, public and the perp.

In my country no valid license means invalid insurance and registration and that means a trip to the station and the car is seized. Here the first thing is that the driver must get out of the vehicle before anything happens. He is placed in the back of the police cruiser. Once secure, all the bad stuff is established. A cage car is brought out to take him to the cells, and the wrecker comes for the vehicle. The custody sergeant takes over and the HWP officer is back on patrol.
Not sure if even the best drivers like to pit over a hundred miles an hour. Lots can go wrong on both sides and the perp was not exactly being cooperative.

Im not in support of the suspect or his actions but he did an insane job driving that little car and avoiding the pit a few times. But yea it was the corner I knew would get him you could hear dispatch warn the trooper about it on the radio beforehand.

This trooper driving was pure awful. Like bro you had many opportunities to pit him but instead you was very hesitant. Putting yourself and others in danger. More training needed!!
The on-screen speedometer was off for this chase, but I was hearing speeds in the 120-130 range over the radio. That's not some walk in the park when it comes to pitting, especially when the suspect is break-checking. However, I will criticize the interaction with the suspect before the chase. The guy can't give a proper name, he's carrying a mask, a flashlight/glass breaker and a screwdriver, and the dash/steering column is all torn up (on the most stolen vehicle brand in existence - KIA). I don't know if he was purposefully playing it cool to make the suspect feel comfortable, but I don't recall hearing Trooper Rose call for backup once, and waiting for help with this type of suspect seemed like a no brainer.
Pitting at that high of speed is just as much a danger to the officer as the suspect. You could see the trooper nearly loose traction once when he and the suspect were swerving back n forth. In fact a little car will always have the advantage of high speed stability in emergency maneuvers over those dodge chargers which are already overweight but also loaded with nearly a thousand lbs of police equipment and gear.
The trooper who is primary has only been a trooper for a year and he hasn't been in very many high speed chases yet. I'm cutting him some slack. He'll be reviewing the video and will learn from it.
After 1141 episodes you would think that you would ask them to turn off the car and give you the keys especially if they do not even know their name and have no identification but then what would we watch on television. A.S.P. best in the nation bar none

After you see the condition of the inside of that car, that should have been a clear sign to have a back up pull right in front of the vehicle. (officer report). Why steal a KIA? On scene alone for over 10 minutes. It was obvious this guy was lying bout his name. Trooper should have called for backup as soon as the guy couldn’t spell his own name. Then there would have been another trooper to assist and he may have been able to take him out of the car safely before he took off.

That guy was so hinky the trooper should have had him out of the car way before he asked him out, come one he couldn't even spell his name.
First mistake of the officer was not having the suspect turn off the vehicle as soon as he approached him initially.
Would have started pursuit faster since there were no keys in the ignition.

This trooper driving was pure awful. Like bro you had many opportunities to pit him but instead you was very hesitant. Putting yourself and others in danger. More training needed!!

I love ASP of course, but they handled this one badly. Plenty of chances to PIT, should've closed the gap when he wrecked. They let him get away.
The on-screen speedometer was off for this chase, but I was hearing speeds in the 120-130 range over the radio. That's not some walk in the park when it comes to pitting, especially when the suspect is break-checking. However, I will criticize the interaction with the suspect before the chase. The guy can't give a proper name, he's carrying a mask, a flashlight/glass breaker and a screwdriver, and the dash/steering column is all torn up (on the most stolen vehicle brand in existence - KIA). I don't know if he was purposefully playing it cool to make the suspect feel comfortable, but I don't recall hearing Trooper Rose call for backup once, and waiting for help with this type of suspect seemed like a no brainer.
Pitting at that high of speed is just as much a danger to the officer as the suspect. You could see the trooper nearly loose traction once when he and the suspect were swerving back n forth. In fact a little car will always have the advantage of high speed stability in emergency maneuvers over those dodge chargers which are already overweight but also loaded with nearly a thousand lbs of police equipment and gear.
The trooper who is primary has only been a trooper for a year and he hasn't been in very many high speed chases yet. I'm cutting him some slack. He'll be reviewing the video and will learn from it.

After you see the condition of the inside of that car, that should have been a clear sign to have a back up pull right in front of the vehicle. (officer report). Why steal a KIA? On scene alone for over 10 minutes. It was obvious this guy was lying bout his name. Trooper should have called for backup as soon as the guy couldn’t spell his own name. Then there would have been another trooper to assist and he may have been able to take him out of the car safely before he took off.
Back in my day when i was still wetter then a wet noodle i did some stuff and still could spell my name.. i feel like this dude give this officer a fake name if he have some problems spelling it
