C-30's incident report:
"On Saturday, August 10th, 2024, at approximately 6:34 PM, I, Trooper Middlecoff, responded to SH 158 to attempt to locate
and stolen Dodge Charger out of Memphis, TN. The Charger was listed in a BOLO the previous night after it was discovered
that the VIN plate had been swapped out, and the vehicle being registered in Arkansas under the new, false VIN.
After traveling westbound on SH 158 and not locating the vehicle, I sat stationary at the intersection of SH 158 and SH 77.
After approximately 10 minutes, I noticed a black Dodge Charger matching the description of the suspect vehicle turning
eastbound on SH 158. As the vehicle passed, I turned out behind the vehicle and noticed that the license plate matched the
stolen vehicle. I notified other troopers who were en route to the area to assist and decided to follow the suspect vehicle to
allow time for the other units responding to get closer.
As the suspect vehicle reached the intersection of SH 158 and SH 181, I activated my emergency lights to initiate a traffic stop.
The Charger immediately accelerated off at a high rate of speed, fleeing from me. I activated my siren and began to pursue the
suspect vehicle, eastbound on SH 158 towards Luxora.
The suspect vehicle quickly reached speeds of 160-miles per hour, pulling away from me. I continued to pursue the suspect
vehicle over Interstate 55, approaching US 61. The suspect ran the stop sign at the intersection of SH 158 and US 61, entering
Luxora. As the Charger crossed US 61, he lost control of his vehicle, traveling off the roadway to the right, striking a gas
electrical box and utility pole, causing the pole and wires to fall over the roadway. The suspect vehicle then reentered the
roadway briefly, crossing the railroad tracks, losing control once again. The suspect vehicle then began to overturn end over
end, leaving the roadway once again. As I was getting closer to the scene, I observed a large amount of smoke rolling into the
air. Once I caught up the vehicle, I observed the vehicle to be on fire and the suspect to be laying on his side to the south of
the vehicle, up against a residence.
The driver, identified as DeVandre James was taken into custody and medical aid was rendered until Pafford Ambulance
arrived on scene and took over. James was airlifted to Regional One Medical Center in Memphis, TN in serious condition.
An affidavit for arrest warrant will be competed for James’ arrest once he is released from the hospital."

DeVandre, aside from his medical issues from the accident, could be in line for a beating of enlightenment from the vehicle owner. Insurance never makes you whole from a loss and DeVandre needs to pony up.
He is very lucky that he is still alive, he put a lot of lives in danger doing that, it’s crazy to see a firefighter with shorts on fighting a fire, when we roll out we have to at least have our bottoms on👊🇺🇸

It costs more than that for an emergency airlift where I live... more like $80k and insurance doesn't pay.

Everyone's complaining about the fire dept but it only took 10min from when the accident occurred to when they got water on it. That's really fast for any fire dept, let alone a volunteer dept in the middle of nowhere.
Trooper Blaine Middlecoff graduated from the Arkansas State Police Academy and received his commission in July of 2020 when he was 29 years old. He was/is assigned to Highway Patrol Division, Troop C, Mississippi County.
Trooper Middlecoff is a graduate of Hoxie High School and Arkansas State University.
Trooper Middlecoff previously served as a Jonesboro Police Officer and, before that, the U.S. Army.
In May of 2018, while a police officer for Jonesboro, he was recognized for saving the life of a 2 year old child who had been stabbed. He credited his years of military and police experience, along with Stop the Bleeding training for his ability to do that.
I'm guessing that Trooper First Class *Tanner* Middlecoff, also of Troop C, is related to Blaine, likely a brother.
Tanner became a full time ASP trooper in February of 2018 and was initialially assigned to Mississippi County. He was alsi previously with the Jonesboro P. D., and the Newport P. D. before that. (Source: LinkedIn)
Tanner was County Law Enforcement Officer of the Year for Craighead County in 2023.
Tanner is a graduate of Hoxie High School and Southern Arkansas University Tech.

He probably hit the rise in the tracks, went airborne, flipped over a few times, got ejected, car caught fire AND he is right across the street from a cemetery and then tried to tell Trooper Middlecoff he was not the driver, SMH! The first thing I thought as well as soon as I saw the tracke. At the speed he was running, crashing out was inevitable. I agree that the rise in the tracks had to be his demise.
In such cases, everyone loses. The owner of the stolen Charger lost his car, everyone's life from point A to here was put in jeopardy, not to mention Trp Middlecoff ... and now the injured driver facing weeks if not months of recovery time, plus the multiple criminal charges to come. All because of poor choices. Sad ..... very sad.
For those commenting about the fire fighters, etc. here's some information to consider: many of the rural towns in Arkansas have volunteer fire departments. Many of those fire fighters cover other towns, also. Luxora is a small town. Not even 1,000 people live there.
This is what happens when rural folks dont wanna pay taxes. It is what it is.

@brenda324 Rural folks vote against taxes. In my rural county, It took us 6 yrs to pass a vote on putting a .5 cent tax increase for our own county police, fire, and EMS. They have better equipment and pay but we could do better. I find it funny how many red thin line or blue thin line flags fly in our county, but we refused to vote for our first responders? It's really is sad and hypocritical.
For y’all complaining about the fire department. Luxor’s has a population of just over 900 people. The fire department is 100% volunteer. Most of them were at home relaxing and eating supper. So they had to throw some clothes on and meet at the fire department and then drive to the location.
True. Those guys already worked all day at their 8-5 job then got paged out for this fire about the time they got home for supper. Thankful for the folks willing to volunteer for their communities.
There was nothing to save here anyway, just make sure the fire doesn’t spread.

I think 7 minutes from the first radio call to the first engine rolling onto the scene is a pretty good response time for Rural Fire/Rescue. Where I work at the University of Arkansas in Fayetteville the response averages about 4, and we have Fire Stations on three corners of the main campus.
Had a fire at work once and the town 15 miles away was there before the local department was.
Where I live in Arizona we have volunteer firefighters they are mostly outside of city and county areas

*Dodge did the right thing by discontinuing the Dodge Charger sedan!* That vehicle makes criminal think of getting away from law enforcement or suspects committing all sorts of traffic violations. The drivers simply crave attention from everyone including law enforcement.
I bought a Dodge in 2013. A Dart special! It's small, but for this old lady it works just fine. I drove a Charger once! NOPE, not for me. I'm a safe driver, and that thing scared the b-geezus out of me.
He must have a praying grandma, trying to get his attention, landing next to the cemetery, but still alive. He was still alive! Hope he makes better life choices when he gets out.

Injured people think calling the ambulance is like some kind of magic. You really don’t know the level of skill or dedication you will get in the EMTs that arrive. All respect to EMTs everywhere, but the most urgent situation was that guy who was ejected, and the ambulance got there last. Then the male EMT went straight on over to the patient while the female stopped to chat with the 2 troopers. Please don’t take it the wrong way, but I live in a rural area, I know it takes time to get there in some situations, but her evident lack of any sense of urgency bothered me.
Evyenne, I wondered about her too. She was also about 50 pounds overweight.
As a past volunteer firefighter/emt, it REALLY hurt me with that statement of the trooper complaining how long it took fire to get there.
It would have been best if the wannabes never showed up. They endangered their lives by working without gear.

Mist likely they don’t. City doesn’t “provide@ them eith anything. Volunteer means just that. These stations rely entirely on what people donate. Anything people give helps! It wasn’t a bad response time for vunteer unit. Just feels like forever when you’re sitting with an injured person who wants to move.
When you're on an adrenaline rush, your sense of time is distorted. In the moment, it probably felt much longer to the trooper than it actually was.

Having been raised in a rural farming community in Ohio, this amount of response time is common with fire depts and medical assistance. Rural living is great, but in emergency situations, these lengthy response times are a negative.

Everyone talking about the VFD...
Did nobody consider that when they got on scene that the vehicle was already lost? Their goal was to prevent infrastructure and property damage BEYOND the automobile. With limited water resources, you really have to prioritize. Granted yes, some things could have been done faster, their individual department protocol for that situation may vary given their location.
You dont know about where they are, the resources they have or lack, or what their policies are. Fighting automobile fires is also not exactly what theyre trained for. Most of our VFDs in my area, train for structure some and mostly brush fires is what they train to deal with.
If they had to set up a relay system for water, it could have taken substantially longer to deal with than fighting from a hydrant.
So many police vehicles, so few fire extinguishers.
To go from being serious to very caring Trooper Middlecoff did a good job hats off to the volunteer firefighter who showed up in the first firetruck nice one NST love seeing the beautiful state of Arkansas

Kudos to Trp Middlecoff on his driving and overall perseverance in bringing this to a close. The more of these types of pursuits I see, the more I'm left in disbelief that there are criminals in society who are willing to jeopardize so many lives ... their own, countless innocent civilians and officers.
As we hear the interaction between the suspect and Trp Middlefcoff, when asked why he was running, his answer was that he didn't want to go to jail. I'd think that jail would be a walk in the park compared to where he ended up here. Honestly I'm surprised that he survived this at all, as ejections usually don't end well. He's obviously seriously injured, and no wonder. He's Blessed to have had Trp Middlecoff there to render emergency aid until the squad arrived without bleeding out. I'm certain that the extensive training this trooper had likely saved this man's life.
I'm now 75, and I've lived a pretty full life ... but never anything this harrowing, and certainly nothing felonious in nature.
To all LEOs who are out there in harm's way, our heartfelt thanks to you for your selfless service. Blessings on each and every one of you. Stay safe, we'll and do be Blessed.

At worst they'll take you to jail and you'll bond out the same day, and at best they'll cut you a warning and let you go. Why would you turn into like 2-3 felony charges and several misdemeanors? Seriously! These littke towns with volunteer FD need all the help they can get. Many don’t even pay theor annual dues. I live in a smaller town than this - less than 400 people. Our fire dept struggles to keep decent equipment. Only recently acwuired an actual fire truck when.nearby city upgraded and sild us their old truck. Before they just had a brush truck and would run out of water at any large fire. These volunteers work hard and do their best for the community. Every penny they get in donations is used to better benefit the locals. Worth donating anytime you can. It’s one if those thankless jobs.

I mean, I understand the first and maybe the second car. But was it absolutely neccessary to block the road with 12 squad cars when he already said that (a) the car was on fire and (b) the suspect was in custody? But apparently that's what you learn first at police academy: You have to put your shop where it is most inopportune for medical or fire. Anything else is of secondary import :D

I am very familiar with this geography. If your dog runs away, you can watch it walk away for days.
I have no idea where the town is but I can tell you it's in southern or Eastern somewhere cause that ish is FLAT. (Compared to NWA that resides on the edge of the Ozarks) that trooper covered a good few miles doing 140mph without much worry, that's some flat and straight road haha. We don't have that up here.
