Love love. Before painting, could I spray with Rust-Oleum matte clear to keep colors from running or not a good idea?

Instead of drilling a hole in them, can't you lay a tiny string, ribbon, or ornament hook in the plaster while it's wet so it will dry with the hook inside already?
