The ethical question is an interesting one. I believe that as there are no intelligent life forms we know of, Terra forming the plant is not a problem.
What if Venus is already occupied? Life doesn't have to be anything like is found on Earth! Let's not forget that the Venusian atmosphere is POWERED by it's distance to the sun! Are we going to move Venus to the orbit of Earth too?
Over population is not a thing. In fact there is more concern about population decline. Outside of Africa most nations are not increasing their population. I believe it is most acute in eastern and southern Europe as well as East Asia. And even as Africa urbanizes that continent will also begin to see population decline.
