In regards to the poachers. I don't think it was mentioned in the main story line but you can meet some side charakters that talk about them and how they collect the monsters to sell the body parts you can get when you take care of them. I think it might be the lady from the store where you can sell your fluffy friends. It's definitely not the best explanation. And as for why they are attacking that dragon. I think they are trying to get it to be more submissive, rule by fear and all that. It's probably to call back to the dragon that is locked up in the bank Gringots? (is that how you write? idk) in the books/movies. A lot of this game is all about call backs to the story it's based on.

The effectiveness of unforgivable curses relies heavily on intent of the caster. Sebastian does not have as pure a desire to inflict pain as Harlow does.
