I know the parents are always way too passive, but even that moment sticks out like a sore thumb

To be fair, I can kind of relate to the fear of dogs part,
When I was about 6, we were at my mom’s friend’s place, and I got attacked by all the dogs they had, my rear and the backs of my legs were bitten up pretty bad. To make it even worse, my mom was upset at me because I screamed and yelled while being attacked. I got scolded for doing what any kid would in that situation and even got partially blamed for it.
Thankfully I got over my fear by the time I was about 10.

I swear that Caillou's mom is trying to get rid of him and is just making it seem like it's because of neglectful parenting.
It think it was in Season 4 where Caillou is more tolerable and acts more of a curious, imaginative child then a whiny brat.
While I do have nostalgia for Caillou and find him whining is understandable given that he’s 4, as I got older I can see and understand the issues with it. While I do believe Boris and Doris aren’t the best parents in cartoon history as they tend to enable Caillou, their were moments and episodes that I remember enjoyed seeing.

@@mattneff In Arthur’s Birthday, Arthur and Muffy both have their birthday parties on the same day, and they can’t decide how to compromise. In Cents-less, Mr Ratburn gives the class an assignment to go for a whole weekend without spending any money, and Muffy tries to cheat by using a credit card, and by getting her butler Bailey to buy her a doll she really wanted. But then Muffy learns to barter for it.
I remember at the end of Arthur's birthday, they tricked Muffy into coming to his house. He and Muffy ended up having a joint birthday party at his house with Mrs. Read promising that next year they'll do the birthday celebration at Muffy's house.
