The curious thing about this is that Warhammer Community told us to expect an Old World reveal in the Black Library preview - and then there wasn't one. My best guess is that the original plan was to tell us about this book in the Black Library Preview, but then they changed their mind, and perhaps that's because the release date was originally going to be 20th January, but has since been moved. Meanwhile, this French website didn't get the message that the release data had changed, and so put the book up unchanged.
I don't think it'd be that ridiculous to publish a book before you publish the game, at least considering this is a returning setting that there's already lots of interest in and fan knowledge about, and considering that they've already sold books for the setting back in the day. I could see a book being released to build hype just before the release
Guess it depends how strong the book is. If there was conviction it would raise sales of the game yes. Assuming the game is already along the production cycle, it would represent a risk.
Games workshop know that there will be plenty of returning players who already have their armies ready to go, so although it's not been confirmed I can only imagine that you will be able to buy them separately at launch.

Yes in the past... Now you can get all information online I'm not sure. In theory one person buys it and shares.
Release date late January would absolutely terrible. My Hobbybudget is allready booked up for january and feburary
