About owning plantation i don't think Africans are well prepared for, immediately Africans takes ownership of the plantation they will start sub dividing the land to small uneconomical portions then slums will start coming up . A case in point is eatecland in eldoret when east African tanning company lease expired the land was grabbed by moi and his thugs and sub divided to small portions, that if you go there right now, what used to be a cool canopy of green trees is a dusty and dirty slums villages and lots and lots of criminal activity taking place , that's not what development is all about
