The first thing I thought was to push the line all the way through, tie a hook there so you can't pull the line back through. For weight I would've put a bullet weight before the lure. Could've used it kinda like a texas rig style jigging. Especially with those shiny tails it would've looked amazing.

you can add some 1-2 gram weights in the middle of the body - it will add sound effect and will make it a sinking lure
