Yeah, The Military isn't trying to intimidate anyone but LEOs do it several times a day somedays. Stop approaching people for no reason or unlawful reasons then they could remain in their vehicles and continue to rest.
It also helps with the heat that radiates from wearing a vest for 12-14 hours every day. It can get hot as hell even with an outer carry vest, forgot an under carry vest, your shirt is going to stick to you and you’re going to have to peel it off.
Police officers are lucky that the vest they wear now is worn on the outside. When I wore my vest it was to be worn in the inside. That was so damn uncomfortable especially hot days. I would wear a white T-shirt the vest over the t-shirt then the uniform shirt over the vest. You started sweating as soon as you were putting the vest on and sweat even more when you started to put your duty belt on and it sucked even more putting the keepers on. Winter was the same just a tshirt, turtleneck vest over turtleneck then long sleeve shirt. When I left the job maybe 2 years later officers began using their vest on the outside. Good for them, not sweating or being uncomfortable.
In the army our vests with plates started to get a bit hefty after wearing them for 8 hours+ at a time so holding the sides and supporting them so the vest sits off your shoulders just a bit made a huge difference.
As former law enforcement, the reason we are taught this is to keep our hands close to our head and face for quick protection. If your arms are sagging with gear all over your body, it’s harder to react and go to the defensive.
Military vests are heavier carrying 6 mags of 40 rounds each, not including the plates and Kevlar pads, first aid kit etc etc, and so holding the best in such a way allows for the weight of the best to be relieved for brief periods of time and feels good to have your arms essentially not dangling by your side but holding something.
I’ve been told they do that because they want to show that the cops aren’t itching to fire shots or arrest and I never knew it was for comfort reasons. Always supporting y’all and praying for your safety!
Depends on the department if they allow you or not. But if they do you need to re qualify at the shooting range using your new weapon. Most officers do not use their personal carry because if you get into a shoot out, your weapon will be taken away for examination, even if it's your personal one
Not to mention placing your arms in that position allows you to partially or completely obscure your name tape and badge number, thereby making it harder for the suspects you beat, to identify you.

Was Army active duty from 2010-2014. We wore kevlar vests on many occasions for long periods of time. Sometimes on the daily for months on end. All that gear can get heavy and it really starts to weigh you down. When you place your hands on the collar and pull down it alleviates some of the pain and pressure on your back. Wearing that vest for 8-12 hours a day can get uncomfortable. You see football players do it with their shoulder pads too. Shit gets heavy after a long day.

when you're wearing a black uniform, a 25+ bulletproof vest and a 10-15+ lb belt with pistol and ammo... you're going to sweat so much you'd likely lose 10-15 lbs sweating (if you're out in the heat for an extended period and having to do a lot of walking and/or running)

Yeah, but lets not ignore that there are also cops out there that do it to cover up their bodycams since they aren't allowed to turn them off. That's not just mindless dislike for police either. I had a friend in Oklahoma get gunned down by police for simply pulling his phone out of his pocket when asked for vehicle insurance. He kept that on his phone instead of carrying a paper in the glove compartment. Some trigger happy pig took his life over something that didn't need to happen. I also got harassed by police in South Dakota coming back from staying with a buddy of mine in Washington for about three months. So ALL of my stuff was stuffed into trash bags and I had my TV laid face down in the trunk. All because I had Tennessee plates, they lied and said I went through a stop sign when clearly I didn't. Then they asked me if I had drugs in my car. I said no. They asked if they could search my vehicle. I should have stood up for my rights and said no, but back then, I didn't realize what I do now. Long story short, they tore my car APART! They took my bags of clothes and dumped them all out in the road to go through them, pulled my TV out of my trunk and laid it in the road as well, scratching up my screen and causing property damage. It was also close enough to the edge of the road to where a car could easily drive over it if they weren't paying attention. Thankfully, that never happened. But they tore apart my entire car looking for drugs. Clothes, TV, shoes, everything of mine was just dumped out on the side of the road. Multiple times the police officer who initially asked if I had something in my car kept coming over to me throughout the search, five or six times (maybe more), asking if I had something. To tell him and it would go a lot smoother for me if I did. But I said no because there wasn't anything in it. Once they were finished, they harassed me and wasted more of my time by telling me that they didn't find anything after tearing my whole car apart (they even looked under the hubcaps. THOROUGH doesn't even begin to describe it.) But he said he still wasn't convinced and was going to bring over a k9 and do a sniff test on my car. Shocker. The dog didn't even sniff anything out. So the cop said I was free to go after tearing through my car for what seemed like an hour. Maybe longer. Then the jerks jumped in their cars and left the scene, while leaving all of my clothes dumped on the street, with my TV in the street. I spent the next 30 minutes or so having to bag everything back up and put my damaged clothing, TV, and other things back into the car. Oh! I also had a cardboard box with my XBox 360 in it and some other loose items. They turned that over and dumped it in the road as well. My XBox was damaged. When I got home, I tried to turn it on and it wouldn't start. I had to clean up THEIR mess instead of them cleaning it up and putting my car back how they found it, which they should have done!!! I complied the entire time, and they abused me, harassed me, and damaged my property in the meantime. I should have pressed charges, but if it went to court, I didn't want to drive all the way back to South Dakota to show up. I didn't even take pictures of the damage, which I should have. I was young, stupid, and naive. I think they left a massive mess because they were pissed that they didn't find anything and looked like idiots in the end. As a result, I don't trust cops. I start to shake and panic anytime a cop pulls up behind me or pulls me over now. I have PTSD from all of it. Especially from my friend being murdered by a cop.

Cus its comfortable. My rig with the front and back plate is over 25lbs, plus the the whole duty belt. I personally dont hang my hands from the collar of the vest but i have 3 rifle mag pouches in front on the bottom that i rest my forearms onto, or tuck my thumbs into the pit of the vest, lol
I was train do keep hands on vest to have them away of firearm / taser. Before that people keep hands on belt next to firearm / taser and it looks too tactical like You would be prepared to shot someone all the time. Hands on vest in natural way telling people around that everything is fine, there is nothing stressful, they can approach You, ask for something and in general You are not ready for confrontation in "passive aggressive way". Some people like intimidate by their look in my area it's opposite unless you are guarding embassy or prison.

Good question. Because they have to keep the peace and escalate things. Yelling and screaming would make them more angry and maybe cause them to hurt the cop. Instead they arrest them for disorderly conduct. Way more satisfying than screaming back 🤣

Cus its comfortable. My rig with the front and back plate is over 25lbs, plus the the whole duty belt. I personally dont hang my hands from the collar of the vest but i have 3 rifle mag pouches in front on the bottom that i rest my forearms onto, or tuck my thumbs into the pit of the vest, lol
I was train do keep hands on vest to have them away of firearm / taser. Before that people keep hands on belt next to firearm / taser and it looks too tactical like You would be prepared to shot someone all the time. Hands on vest in natural way telling people around that everything is fine, there is nothing stressful, they can approach You, ask for something and in general You are not ready for confrontation in "passive aggressive way". Some people like intimidate by their look in my area it's opposite unless you are guarding embassy or prison.
