Actually, no. Joestar or not, Dio only acknowledges Jonathan and Jotaro as worthy. He respects Jonathan because of how he can rise up even in the worst of situations despite his naive personality and fears Jotaro because of how he's able to move during timestop AND, unlike Jonathan, Jotaro doesn't hold back against him and is not naive.
Remember at the end of part 1 where jonathan hugged dio's head and said he felt some kind of bizarre friendship? He actually forgave dio for all he had done, that's why jonathan reacts so differently to part 3 DIO than part 1 dio, same for dio, in part 1 he hated jojo but learned to respect him, even grew fond of him wanting him to be his servant eternally or have his body so part 3 DIO actually likes jonathan a lot more than early part 1 dio. DIO even calls jonathan his friend, and you know his only other friend is pucci. So that's why they are the one and the same, they respect and some way understand each other and have shared past and future.
They were still enemies, however, up to the bitter end. Jojo did indeed admit he felt a strange kinship with Dio, as his brother, but he fully intended for the both of them to die on that ship. As for Dio, he admits respect and even a slight admiration for Jojo's abilities, but rest assured that he would attempt to kill him no matter what.
Part of me now wants a Part 3/1 Diojona fanfic like that..or in general like it as part 1. It's nice seeing the half-brothers almost as frienemies..enemies turned friends at the dire moment. Alejandro Gil I doubt it has anything to do with DIO's physical appearance since over time Jonathan's body was slowly becoming becoming DIO's body. So around the end of part 3 DIO had completely taken over Jonathan's body. That's why Giorno is DIO's biological son instead of Johnathan. the only thing DIO has left of Johnathan is the joestar birthmark BUT everything else (heart, lung, brain, sperm cells, etc) is DIO. I'm pretty sure "one and the same" has a deeper meaning about their bizarre friendship.
