So for my actual project project I started off with a dirt type map. Then I did multiple blends of random grass textures, rocks, etc.. Just to give it some breakup. Afterwards I started to scatter CG assets using forest pack. Near the edges of the road I focused on higher quality assets and various things like sticks, grass, rocks, etc.. Then about 40' away I just would add bushes and such. And then the further away I went I would just add lower res bushes and such but still enough to help break up details in distance to still help add realism and break up terrain with actual 3d shapes vs just a texture map. Its sadly a lot of work to scatter all things but def worth it in the end. Hope this helps.
