The order in which events happen in your version of the Seven Hour War seems coherent and well structured to me. However, it is important to remember that in the lore of the series, the Seven Hour War takes place ten years after the Black Mesa incident and ten years before the events of Half-Life 2 (Half-Life 2 takes place two decades after Half-Life). Another point is that even before the Black Mesa incident, the Combine was aware of humanity invading Xen (Xen had been conquered by the Combine long before the Black Mesa scientists discovered it), but they were obviously only able to invade Earth through the rift and portal storm that was caused by the death of Nihilanth at the hands of Gordon Freeman.
