It is called «Russian variation» because it was introduced by strong russian grandmaster Ragozin and then it was played by many other strong russian grandmasters and world champions(you may have heard of him due to «Ragozin Defence» in the Queen’s Gambit Declined).

I've loved the Gruenfeld since I first saw it, in a book, played by Fischer. I've won a few really nice games on the black side including a couple of destructive attacks but have also been crushed by the white center. It's not for everyone but it has solid pawn structure, active piece play and plenty of tactical opportunities down the long diagonal.

I definitely encounter the Russian system against the Grünfeld often enough to study this! Looks like fun :)

if the opponent attacks in the center, how should I pick which side to circumvent? or should I focus on defending the center?

Leko and Sachdev thought Levon should not have played 8. Qb3, allowing 8...c5 (a key Grunfeld break), but 8. Qa4 instead, keeping a second defender of the c5 square.

It's not the mainline (which results in 97+% accuracy from both sides and a plain draw) so I'm not convinced.

Nothing much about it's name but sources say that it is called Russian System just because it was pioneered by Soviet masters (mainly Botvinnik and Symslov) in 20th century.
