My experience told me that the countries that didn't have drinking ages for entry at bars seemed to not have many underage drinkers as the urge to be rebellious wasn't there. My experience in North American culture is that young people go a little crazy with their drinking and that's not what I saw in Europe, at all. But yes I don't know the rates of young people that developed alcoholism later at life, but in my twenties it was apparent to me there was a clear difference between the the party culture of young Europeans versus young North Americans.
