Is that applied in a camera setting or post processing? Anything else I would need to consider (apart from having massive cojones and bucket loads of talent). Thank you.

they won't, especially with the speed from those MotoGP and WSBK bikes. Too dangerous, especially after what happened in 2003, and the riders on that time wanted Suzuka to be kicked out unless there's a massive change on the safety, and it's a tough task, so they left.

using nd filter makes your shutter speed lower so every frame look like it's flowing
