As far as Group D reservation is concerned, group D refers to the lowest cadre of workers like office bearers, peons etc. And Group C goes for clerical staff. Rest of the management roles are open to outsiders. By reserving for the jobs which have the least skill requirements, karnataka is helping its own population get jobs and curb with the migration of unskilled and lower skilled persons from other states. I don't see why a migrant from bihar, UP, MP OD, should make this arduous journey to settle in slums of bengaluru and send his meager earnings back home leaving him to toil in karnataka for years. Rather this bill indirectly forces other states which have record high migration of unskilled and lowly skilled populations to create avenues of revenues in their own state. This is a protectionist measure being taken up by the government similar to what the US and Europe did. Can't the other states generate jobs for even the lowest cadre of employment for their own population? The migration is in hordes every year which was evident during Covid. The private sector and the larger population objecting to this move are failing to understand that this reservation is for Group C and Group D. Ab outside state se poen lane ki zarurat mujhe dikhti nhi and I believe the other states have base minimum obligation to provide jobs for its bottom 80% population as per Directive Principles of State policy. It's shocking to see people want outsiders to migrate to southern states to get the lowest levels of jobs, adding to urban slums, urban heat islands and resource burden.

Its good that a state government wants to care for its local citizens, but indian states do not have such autonomy to discriminate between citizens of different states. I hate what my city is turning into, Once a City which was loved by majority is today in the news for all Bad Reasons. Born and Brought up in Karnataka i have always know my state to be welcoming but lately news of hatred towards North Indians and slogans like get out of our state is outrageous. We somewhere seem to have forgotten our culture of "Atithi dhevo Bhava". We could always request someone to adapt to our cultures but forcing it on them is never the Option. Disrepecting ones culture should not be tolerated but abusing and harassing someone to not speak the states language baffles me. I am 18 still trying to learn various languages, Curiosity is what should lead me to learn not fear or force. Even though from another state they still belong to our Country India and now this reservation thing is outrageous. We somewhere need to Understand Bangalore economy thrives on its IT Sector. Talented and Knowledgeable coworkers from all across India is what makes our IT sector grow asking them to move away or implement harsh practices was never and will never be a solution. People objecting to this are failing to understand that the reservation is in Group C and Group D levels where one employs unskilled to lowly skilled persons. I dont see any morality in hiring an outsider migrant from remote village to do peon job in karnataka. Rather in the long run it adds up to issues like urban slums, increased population density over limited resources. Indirectly, karnataka govt is expecting that other states should atleast man up to their basic responsibility of ensuring jobs for its unskilled and lowly skilled persons charted in Directive Principles of State policy. Its high time this is taken up. The housing issues, the flooding issues, the traffic issues, the pollution, the water crisis can atleast be dealt to certain extent. Other states can't dodge the development and discrimination ball at karnataka for their abject failure to provide basic jobs to their population. Democracy is not just live and let live but also better living standards for all which outside states are miserably failing in as far as Group C and Group D jobs.

@@TheFirebolt2011 group C is a clerical level which brut refered as Managerial. Read the bill as it is written in the govt's own words! And clerical level is part of the larger managerial cadre. Group D, as referred by brut as Non managerial is for peons, cleaners and other jobs which require 10th std passing certificate. I meant the introduction of this bill is good. In a way there is absolutely no need to get peons from outside the state and take the onus of development all onto ourselves when a higher budget share is Allotted to other states yet they are incapable of providing jobs as low as peon and guards to their own population.

Why are people from other states coming to IT hubs like Bangalore and not the other way around? Those "other state" people are free to build the IT hubs in their own states, right? madam it is private sector they have all the rights in management regarding how the company should hire, who should they hire. They earn profits and they have right to spend it as they like. Asking private sector to hire people as government wishes is same like government asking households to hire a maid on government criterias. If the Management and Board of directors have no problem how the HR department is working then government should not interfere here.
The state government has no power to enforce or even enact such a bill in the private sector. Plus this would be tantamount to clear discrimination on the basis of place of origin which is highly illegal for the goi or courts to uphold not to mention the disastrous consequences in almost every sector

Population growth in all South Indian states is below replacement level. Adding to that , there is huge migration from north . Whole demography has been disturbed

The bill is to protect native population from deprivation of jobs and preserving of native cultural demography. If the MNC's are unable to respect the law of the land and now unable to give jobs for indegenous, hell with whole IT sector, let all of it go to drain, if want karnataka and dont want kannadigas, let them go and set up offices where the migrants are. We are fed of this, preservation of our kannada language and culture is supreme interest. Thus this is a u turn to socialism from horrors of free market capitalism that poising the blood of our culture.

I am a non-Kannadiga and I completely agree with you...Indians are willing to learn Korean to watch K drama, German and French to get PR in these countries...but tell them to learn a South Indian language and they will come up with all kinds of excuse....I also partially support the bill...yes maybe 50-70% reservation is too much but some amount of reservation for locals has to be there...I have seen in IT companies people from Gurgaon are joining and pulling their known people when positions are vacant...they don't even interview the locals here or show vacancies...Every state should safeguard rights of the locals...had Mamata Banerjee or Nitish Kumar done this long back they would not have lost educated and talented Bengalis and Biharis to other states...

Kannada government is making a big mistake. Karnataka is filled with IT industries, most are using rented accommodation. Its very easy for them to change the place. As far as Group D reservation is concerned, group D refers to the lowest cadre of workers like office bearers, peons etc. And Group C goes for clerical staff. Rest of the management roles are open to outsiders. By reserving for the jobs which have the least skill requirements, karnataka is helping its own population get jobs and curb with the migration of unskilled and lower skilled persons from other states. I don't see why a migrant from bihar, UP, MP OD, should make this arduous journey to settle in slums of bengaluru and send his meager earnings back home leaving him to toil in karnataka for years. Rather this bill indirectly forces other states which have record high migration of unskilled and lowly skilled populations to create avenues of revenues in their own state. This is a protectionist measure being taken up by the government similar to what the US and Europe did. Can't the other states generate jobs for even the lowest cadre of employment for their own population? The migration is in hordes every year which was evident during Covid. The private sector and the larger population objecting to this move are failing to understand that this reservation is for Group C and Group D. Ab outside state se poen lane ki zarurat mujhe dikhti nhi and I believe the other states have base minimum obligation to provide jobs for its bottom 80% population as per Directive Principles of State policy. It's shocking to see people want outsiders to migrate to southern states to get the lowest levels of jobs, adding to urban slums, urban heat islands and resource burden.

I hate what my city is turning into, Once a City which was loved by majority is today in the news for all Bad Reasons. Born and Brought up in Karnataka i have always know my state to be welcoming but lately news of hatred towards North Indians and slogans like get out of our state is outrageous. We somewhere seem to have forgotten our culture of "Atithi dhevo Bhava". We could always request someone to adapt to our cultures but forcing it on them is never the Option. Disrepecting ones culture should not be tolerated but abusing and harassing someone to not speak the states language baffles me. I am 18 still trying to learn various languages, Curiosity is what should lead me to learn not fear or force. Even though from another state they still belong to our Country India and now this reservation thing is outrageous. We somewhere need to Understand Bangalore economy thrives on its IT Sector. People objecting to this are failing to understand that the reservation is in Group C and Group D levels where one employs unskilled to lowly skilled persons. I dont see any morality in hiring an outsider migrant from remote village to do peon job in karnataka. Rather in the long run it adds up to issues like urban slums, increased population density over limited resources. Indirectly, karnataka govt is expecting that other states should atleast man up to their basic responsibility of ensuring jobs for its unskilled and lowly skilled persons charted in Directive Principles of State policy. Its high time this is taken up. The housing issues, the flooding issues, the traffic issues, the pollution, the water crisis can atleast be dealt to certain extent. Other states can't dodge the development and discrimination ball at karnataka for their abject failure to provide basic jobs to their population. In a way there is absolutely no need to get peons from outside the state and take the onus of development all onto ourselves when a higher budget share is Allotted to other states yet they are incapable of providing jobs as low as peon and guards to their own population.

madam it is private sector they have all the rights in management regarding how the company should hire, who should they hire. They earn profits and they have right to spend it as they like. Asking private sector to hire people as government wishes is same like government asking households to hire a maid on government criterias. If the Management and Board of directors have no problem how the HR department is working then government should not interfere here.
The state government has no power to enforce or even enact such a bill in the private sector. Plus this would be tantamount to clear discrimination on the basis of place of origin which is highly illegal for the goi or courts to uphold not to mention the disastrous consequences in almost every sector

@@aaryankumar8770 Population control measures are not to be applied equally on all the states when there is huge difference in population. It's an inequality done to South India. Population growth in all South Indian states is below replacement level. Adding to that , there is huge migration from north . Whole demography has been disturbed

This bill is just out burst of undercurrent that has been building inside kannadigas since 30 yerars, believe me we didnt needed IT boom to be prosperous, karnataka state was already an industrailized modern nation state during the era of erstwhile Mysore kingdom, in reign of our Maharaja Shri Nalwadi Krishnaraja wodeyar in (1880s -1947) even before independence, while whole india( mind that sub continent at the time was bunch of different countries, especially true for south india atleast throughout history) was still primitive, suffering with droughts and famines.It was this foundation that gave the IT boom later. The bill is to protect native population from deprivation of jobs and preserving of native cultural demography. If the MNC's are unable to respect the law of the land and now unable to give jobs for indegenous, hell with whole IT sector, let all of it go to drain, if want karnataka and dont want kannadigas, let them go and set up offices where the migrants are. We are fed of this, preservation of our kannada language and culture is supreme interest. Thus this is a u turn to socialism from horrors of free market capitalism that poising the blood of our culture.
So we in our own country now would have to think twice before going and working where our works call us. Bengaluru I chose you over canada and I am from delhi, I met my wife here. But news like this and what is happening on the streets with me everyday makes me want to move to some other place. Anyways, I still wish kannadigas the best of luck and I hope they will for once be happy. Because all I see is unhappy and angry locals everywhere.

Outside People from other states who are residing here for more than 10 to 15 years, earn well, buy homes, luxury cars, properties, enjoying all the facilities, bringing their owns to the city and looting jobs from locals, Being a Kannadiga i have witnessed how people from different states at Managerial position avoid hiring local people and pull people from their own state even though they are not good in skills or communication, this must stop. These People has taken the kannada language for granted, not willing to learn it at all and teaching there childrens also not to use it. i agree that IT industry cannot get the 100% skilled labors from only Kannadiga's but Kannadiga's are not getting the opportunity even when they are 100% deserving for it, this must stop. Government should also bring a law mandating use of Kannada as primary speaking language and English as need only basis consumer business places like hotels, smart bazars etc.., other daily need jobs. shop owners are entertaining people from outside state in their own language. this must stop....

I am a non-Kannadiga and I completely agree with you...Indians are willing to learn Korean to watch K drama, German and French to get PR in these countries...but tell them to learn a South Indian language and they will come up with all kinds of excuse....I also partially support the bill...yes maybe 50-70% reservation is too much but some amount of reservation for locals has to be there...I have seen in IT companies people from Gurgaon are joining and pulling their known people when positions are vacant...they don't even interview the locals here or show vacancies...Every state should safeguard rights of the locals...had Mamata Banerjee or Nitish Kumar done this long back they would not have lost educated and talented Bengalis and Biharis to other states...

Kannada government is making a big mistake. Karnataka is filled with IT industries, most are using rented accommodation. Its very easy for them to change the place. They could have not done this with large factories. But IT industries, lol! i will ask Karnataka government to go ahead and just see how it will back fire. They will just move out of Bangalore. Bangalore already has started having issue of traffic, water and pollution.
U can't create one more bangalore in 1000 years...

A lot of startup in banglore are funded by US while some of the owners are Kannada but like majority are owned by ppl from other state. Let your govt apply this rule and wait and watch. I am not joking. How much time does it take to change a rent agreement. Banglore is not factory based economy. Companies can exit very quickly form there. They can open a seperate office in another city say Chandigarh and reduce the rental space in banglore.
The way banglore economy is structured it will need to be very liberal. Since it has IT industry mainly. However your govt should definitely take this step and hold to it. Bangalore needs to be less populated anyways. That city ecology has been totally destroyed.
