I feel like one of the reasons why LA has so many of these long car chases has to be due to how spread out the city is is and how many freeways they have because there is no way someone could drive around my city (or a lot of other cities) for an hour without getting caught in grid lock traffic lol

If damage is caused by fugitive, the public must sort it themselves or claim it on their insurance. They can attempt to sue the individual in a civil matter (if caught), but this rarely happens due to the lengthy process and legal costs which 'may' be awarded back to you, but not always. If the damage is caused by cop car, the usual rules apply about who is at fault, just like an ordinary accident. 👍
