Also, Clay was more Hannah's friend than the others (well more than friend because he loved her), he really doesn't have anything to worry about if the tapes got out, and he doesn't really seem a part of that group. Plus he's got a strong moral compass and he's just a really good guy that would try to do the right thing no matter what. You see why Tony needs to protect Clay and watch him more than he did the others. Plus, while many times Tony seems indifferent in regards to most of the people that had the tapes before Clay, he genuinely seems to like Clay and doesn't want to see him hurt and wants to help him.

Just for the tapes", Tony just looks at him and gives such an unconvincing "sure". I think how Tony would basically do anything for Clay's wellbeing is the sweetest. He let Clay hit him when he was angry and didn't hit back, he fixes up his bike, drives him places, tries to help him through it.
