Compared to Cushions, Sand bed is more intact, and thus it can only be compressed for little distance which brings lesser time to change in momentum to 0 when athletes fall over it. Whereas in Cushions, it can be compressed for more distance than sand beds hence giving more time to change in momentum to 0 when athlete fell over it. Hence the pain felt by athlete when falling over sand beds is more than the pain felt over when falling over cushions.

In a sand bed athelete will get more damage than on coushion bed because sand will not be able to hold for much time since Cushion is more elastic it will take time to touch the ground, And as a result athelete will get little/negligible damage.
