APFS isn’t intended to be used on a mechanical drive. I’m not sure if it’s a requirement to use Monterey or not, but if it isn’t, I would suggest HFS+ Extended Journaled for a mechanical drive.

Technically speaking it is piracy, even if you own a Mac, downloading a copy for use on a non-Apple branded computer is illegal. Your license that you purchase when you buy a Mac is only valid on actual Macs. With that being said, nobody really cares.

Make absolutely sure you have the right EFI, it’s possible iBoot (or whatever Apple calls the secure boot these days) is checking your EFI and it’s not matching up with your hardware.
