C-17s are transport airplanes, not refuelers. USAF is in the process of buying new refuelers (joint effort between European and American factories). Thank you for your interest!

Slight correction Sarge: t/o on rwy 15 takes us over Tanger Outlet, whereas taking off from rwy 03 gets the bird right over Wal-Mart.
