It's usually Maki Riko and Yuu respectively in charge of the composition, how they in-story get the instruments I'd assume is some sort of collaboration with music students. Otherwise it's never specified.

You're an underrated Love Live commentator. Love your vids mate.
I wish there was more info out there on the music theory behind Love Live songs because the series is really impressive in how it pairs typical Jpop elements like the traditional song structure, late song mix-up featuring one of the girls' solos, and memorable dance-y hook with literally any genre ever. Not to mention how certain girls have elements in their songs that are specific to them, like Kanata's iconic clock sound or the recurring use of language in AZALEA songs that implies they're linked together (this is according to SIF2, I don't know japanese enough to say one way or the other).
